Looks like I wont be eating at the food court for a while

  2. - Oswego Willy - Monday, Oct 19, 15 @ 2:08 pm:

“We don’t need custodial services for JRTC. The memo forthcoming, explains the building is ‘disposable’.

The cleaning is the new owners’ worry” - Fake Gov. Rauner

  3. - 47th Ward - Monday, Oct 19, 15 @ 2:09 pm:

So how exactly does CMS plan to pay a new vendor? Or maybe the RFP will stipulate that the vendor should provide services without charge. Let’s see how many bids they get.

  4. - Tone - Monday, Oct 19, 15 @ 2:09 pm:

    Sell it.

  5. - Anon221 - Monday, Oct 19, 15 @ 2:09 pm:

That’s one way to hasten the sale.

  6. - Anonymous - Monday, Oct 19, 15 @ 2:12 pm:

This may qualify for an emergency procurement under the Procurement Code, but such a self-created emergency is not an exemption listed in the 1970 Constitution for having no budget authorization.
This is clearly an expenditure that should be subject to the priorities in a budget. No budget — no vacuuming (ie. situation normal).

Heck of a way to run a business.

  8. - Huh? - Monday, Oct 19, 15 @ 2:14 pm:

“Minimize serious disruption to critical state services that affect health, safety, or collection of substantial state revenues, Protect against further damage to state property”

Shouldn’t this be the justification to pay the current janitorial service?

  9. - Jimmy CrackCorn - Monday, Oct 19, 15 @ 2:18 pm:

==Or maybe the RFP will stipulate that the vendor should provide services without charge. Let’s see how many bids they get==

This wasn’t competitively bid, they solicited and negotiated with a vendor to come in (in the link)… And yes the vendor should know they aren’t getting paid, probably factored it into their pricing. Interestingly, the term is until mid January which is when everyone seems to think a budget may actually pass (I personally don’t see why January would be any different).

  10. - Aldyth - Monday, Oct 19, 15 @ 2:19 pm:

However, the cockroaches and bedbugs are planning a kegger of major proportions tonight.

  11. - GraduatedCollegeStudent - Monday, Oct 19, 15 @ 2:21 pm:

No wonder they wanted to get rid of it all of a sudden.

  12. - Politix - Monday, Oct 19, 15 @ 2:21 pm:

The current vendor quit due to non-payment? The new vendor will want to be paid, too, I would assume. An emergency contract won’t be the solution unless they miraculously come up with a way to start paying for services. Deadbeats.

  13. - hisgirlfriday - Monday, Oct 19, 15 @ 2:26 pm:

So a bunch of janitors cleaning an open state building get laid off while a building like the Illinois State Museum is shuttered and those people keep getting paid?

  14. - Charmin Extra Squeezy - Monday, Oct 19, 15 @ 2:26 pm:

Aha so now I finally understand how trickle down economics works…
    Shutdown? What shutdown?!

  15. - Precinct Captain - Monday, Oct 19, 15 @ 2:27 pm:

    Superstar management!

  16. - @MisterJayEm - Monday, Oct 19, 15 @ 2:31 pm:

“The current vendor chose to stop working under the current contract becase (sic) a lack of payment from the State.”

At every step of the proposed JRTC sale, the administration has demonstrated a Superstar-level of attention to detail.

    Becase Madigan, rite?

=== So a bunch of janitors cleaning an open state building get laid off while a building like the Illinois State Museum is shuttered and those people keep getting paid? ===

That’s the kind of thing that happens when you contract out basic functions of government.

  23. - A Jack - Monday, Oct 19, 15 @ 2:45 pm:

Hasn’t Rauner read the Illinois Constitution? Going back to regular session in January does not relieve the constitutional requirement that an FY 16 budget taking affect July 1, 2015, will require the same amount of votes as today. The FY17 budget can pass in January with a simple majority, but FY16 has no more chance of passing in January than now.

  24. - Stones - Monday, Oct 19, 15 @ 2:48 pm:

Why can’t we just call in the National Guard to empty the wastebaskets and clean the bathrooms?
    *snark*

  25. - LizPhairTax - Monday, Oct 19, 15 @ 2:53 pm:

    $132,094.35 in imaginary dollars.

This will dovetail nicely with the upcoming winter period where JRTC and other public buildings become de facto warming centers.

  26. - JS Mill - Monday, Oct 19, 15 @ 2:54 pm:

    @MrJM- Pryceliss!!

  27. - Previously(R) - Monday, Oct 19, 15 @ 2:59 pm:

@ Jimmycrackcorn…Unless things have changed since I left, the mid January expiration is likely due to the fact that emergency contracts can be issued for as long as 90 days without a hearing from PPB. After 90 days a hearing is required.

  28. - Jorge - Monday, Oct 19, 15 @ 3:00 pm:

Heh. You can’t make this stuff up.

  29. - Jimmy CrackCorn - Monday, Oct 19, 15 @ 3:02 pm:

    Good call. That sounds right

  30. - Anonymous - Monday, Oct 19, 15 @ 3:09 pm:

Rauner made multi-millions in the rough and tumble world of business. He must have thought government would be a piece of cake. Well, thanks to him and his crack team, it’s becoming a piece of something, that’s for sure.

  33. - SAP - Monday, Oct 19, 15 @ 3:27 pm:

When does a lack of janitorial services become an OSHA issue?

  34. - Dinsdale - Monday, Oct 19, 15 @ 3:28 pm:

  36. - JJ - Monday, Oct 19, 15 @ 3:41 pm:

“Beatings will continue until morale improves.”

  39. - PolPal56 - Monday, Oct 19, 15 @ 3:55 pm:

Now, why can’t that janitorial service cut back on its employee wages and pension benefits? You’d think they’d want to sacrifice for the good of the State in these hard times.

  40. - Norseman - Monday, Oct 19, 15 @ 3:57 pm:

Aldyth, you beat me to it.

I guess janitorial services don’t have a big enough reserve to float the state.

    This smells!

  41. - Mama - Monday, Oct 19, 15 @ 4:04 pm:

“Since state employees can be paid, hire a cleaning crew of new state employees. ”
Bingo! Problem solved for janitorial service in the Thompson center!

  42. - Ghost - Monday, Oct 19, 15 @ 4:29 pm:

seems like fraud to ask for a contract knowing you have no way to pay it because you vetoed the budget.

if they can pay it shouldnt they pay the current conteactor?

  43. - Union GOP'er - Monday, Oct 19, 15 @ 4:33 pm:

I think if I owned a janitorial business I would charge 3 months of work for 12 months pay. Risk must be mitigated and in business that’s how it’s done. Good job Governor!

  44. - logic not emotion - Monday, Oct 19, 15 @ 4:40 pm:

That may be the answer. Lock the Governor (and his staff) and the legislators (and their staff) all in the Capitol after making sure the plumbing isn’t working. No one can come in nor levae until they’ve passed and signed a budget.

  45. - Flynn's Mom - Monday, Oct 19, 15 @ 4:55 pm:

This made me laugh out loud until I thought about it in detail. How many people do you think use the bathrooms on a daily basis? How long until the building is closed, by state regulators, due to filth? The rats will be feasting.

I see CMS also laid off its proofreader.

    Great idea Ducky LaMoore!!!

    Ron Sandack @ Ron Sandack

Goldberg told me to bring Brillo pads and rubber gloves to his office. Hope it’s just to clean JRTC this time! #thatsmarts #isthatweird?

  52. - sal-says - Monday, Oct 19, 15 @ 8:35 pm:

raunner wants to increase the pressure on Rahm to give in. Maybe Rahm ought to send in the building & health inspectors into SOIC & close the dump down. That should ramp things up.

  53. - Wordslinger - Monday, Oct 19, 15 @ 8:41 pm:

    – increase the pressure on Rahm to give in.–

Give in to what, then do what?

What sort of influence do you think Emanuel has in the GA?

  54. - DonaldTrump - Monday, Oct 19, 15 @ 8:46 pm:

Give a Swifter to every clout heavy State worker in that building doing nothing and that place will be spotless in no time.

  55. - DonaldTrump - Monday, Oct 19, 15 @ 8:56 pm:

I like the idea of using prisoners to clean the building. Make those future Hillary voters pay their dept to society.

  56. - Arthur Andersen - Monday, Oct 19, 15 @ 9:23 pm:

sal, FYI, the State Police would rightly tell the City building inspectors to go pound sand.

Jurisdiction, sovereignty, all those big words dontcha know?

  57. - Dave - Monday, Oct 19, 15 @ 11:54 pm:

I think there are a few Adult Transition Centers in the area that may be able to lend assistance, if that is allowed.
