Huh? Once a budget is passed, he has full discretion not to spend money that was allocated. All a budget is is the authority to spend money. Any budget is at the mercy of the chief executive. Maybe someone should tell the governor that he is just that, the chief executive. But then he would have to take those arrows that he claimed he would be able to take.

My guess is that the grand compromise will fall through and that the Speaker will put through a house version that will pass both chambers. Then the Governor will see that budget on the 27th or 28th of February. Either the Governor signs it or shuts down the state.
