* Speaker Madigan was asked today what a House Democratic revenue bill will look like…

“A House Democratic revenue plan would be items that you’ve seen before and you’ve probably written about and others in the Legislature have talked about.”

    Ive said this before and repeat: I’ve worked in several dozen states and have never encountered a chamber leader as singularly useless and bad at his job as Madigan.

    He said that to the City Club, quite some time ago. It was in all the papers.

    Speaker Madigan is the only leader who has not introduced or endorsed a revenue plan. I think their idea of a revenue plan is already known.

    That’s why the IL GOP won’t introduce a revenue bill and why Rauner did not submit a formal budget with a revenue number.

    In this context, Madigan’s answer is spot on.

    Madigan keeps his word. He has repeated the same old song and dance already. He can’t trust Rauner. Rauner lies. Madigan is keeping it simple for the media.

    Lol. Neither Senator Radogno nor any of her members voted for SB9. Leader Durkin “endorsed” SB(, but won’t vote for it unless it has major changes that he’s refused to sponsor. And the next time Governor Rauner gives us a detailed version of his revenue plan, I’d sure like to hear him spell out why he wanted 4.95% instead of 5%.

    But yeah, let’s blame Madigan.

    Mr. Casky the problem with your observation is that Mr. Madigan controls virtually everything in the dome from legislative assignments to personnel decisions to what bills are called to the House floor. If something doesn’t please him forget it.

    True, they didn’t endorse the Democratic bills, however they did introduce their own (SB 2176, 2214, 2215, 2216, 2217, 2218).

    Madigan was dragged through the mud for his revenue plan. 5% and negociate up or down from there. Everyone knows what Rauners play is with anything Madigan does so why are you surprised when he doesnt play along and give you more ammo?

    That’s pretty funny 618.

    Of the bills you’ve listed, all are either capital bills or spending bills. Of the group, SB2017 comes closet to a GOP revenue bill, when it says in the summary:

    “Provides that certain provisions in Article 55 are dependent on the enactment of Senate Bill 9.”

    And as we know, neither Bill Brady not any other SGOP voted for SB9.

    So the Republicans know where they want to spend the money. They just want the Democrats to raise taxes so they can spend it.

    My revenue plan is the same as the Mayor of Chicago, just did tax everything. And then I will spend even more of your money and be back for more as I still will not have enough to pay the growing pension debt.

    Ginhouse Tommy: I dont think it’s particularly useful when my toddler refuses to put on his pajamas unless I sing “wheels on the boat” and I would not say the grand Speaker Madigan strategy to ensure nothing happens unless his daily apple pleases him is constructive either. Perhaps we’re working from different definitions.

    Madigan knows whatever he says will be held against him as a negative campaign ad by Rauner & Co.. That is why he doesn’t give direct answers anymore.

    this must be the first time that many of you have been on this blog. It is RAUNER’s job to present a budget for the legislature to modify and/or adopt: it is NOT Madigan’s job.
    Madigan’s reply was right on the money; why ask a question that you should already know the answer to?
    I have lost track: has the Republican side of the House actually introduced a budget? If so, why not? And why blame Madigan when they don’t?

    Rich earlier posted an excerpt from a year ago that featured the GOP jumping all over a Madigan quote in the press about a 5% tax rate.

    I pointed out yesterday that it is wise for Madigan to stay as far away from the crafting of a budget as possible. Anything he directly advocates is immediately attacked by Republicans. It is counter-productive. It puts us further from an agreement.

    That might not make some pundits, observers, news reporters, political consultants, or even some members of the public happy. But Madigan’s job isn’t to make you happy, it is to try to get a budget passed. And the less any deal can be perceived as based on a Madigan proposal or a Eauner proposal, the better its chances of passing.

    That’s why there were such high hopes for the Grand Bargain, and any final deal is likely to pick up where it left off.

    I saw the GOP press conference. I did not see the GOP endorse or put forth a revenue plan. I did not see Governor Rauner put forward a tax plan.

    The GOP continues to try to put forward the arguement “We will give Democrats their tax hike if they will give us reforms.”

    Democrats are not demanding a tax hike.

    The Governor’s spending plan demands a tax hike.

    And as long as the GOP continues to try to play the game of “Pin the Tax Hike on the Democrats”, there will be no tax hike.

    Republicans have refused to be a part of the solution for so long now in Illinois, I think they have forgotten how to lead.
