[Gubernatorial candidate Tio Hardiman] said he blames both sides in the state’s two-year budget dispute. The Democrat said he blames House Speaker Michael Madigan for the budget impasse as much as Republican Governor Bruce Rauner.
“You have a clash of the titans right now, Bruce Rauner and Mike Madigan must take the blame for not passing the budget. Everybody points fingers at Bruce Rauner and I do believe Bruce Rauner is one of the worst governors that state of Illinois has ever witnessed; but at the same time Mike Madigan is really the unofficial governor. People don’t want to say that, he’s like the Godfather down there in Springfield and both those guys are stepping on the poor and working class people.”
But, what would he do in Rauner’s shoes?
He said the Govenor should just sit down with Madigan and work out a compromise, because “people are hurting out here.”
If it was that easy, they would’ve already done it.

He’s the only African-American candidate in the race and he got 30 percent of the primary vote the last time he ran. Also, isn’t his wife still with him?

I think George Ryan and Jim Edgar have a better grasp about Madigan and the role of any governor.
Rauner wanted nothing in compromise that didn’t include things Rauner can’t get 60 votes for in the House.
Mix in Ads, ooda loops, Ken Dunkin… it’s not even in the ballpark of “easy” as Tio thinks, when discussing the Rauner-Madigan dynamic

I just don’t buy the Rauner v. Madigan framing. Rauner hasn’t wanted a budget for the last 2 years. That’s pretty clear or he’d have proposed one and/or supported the GB in the senate.
What I don’t know here is whether the Gov. wants one yet. It would seem in his interest not to invite the damage that July 1 will bring, but he doesn’t make much sense to me.

I tried to find a good google answer as to how Tio has any. Springfield cred. His comment referred to his belief about Madigan “down there.” Maybe I’m missing something but how does he know? If you talk to anyone who has been around, they’ve rarely, if ever, seen the stranglehold Rauner has in every Republican except McCann. Madigan is very powerful but if you know what you’re talking about, to say he’s the Governor just isn’t true.
