Madigan says he will move to override Rauner tax hike, budget vetoes
Monday, Jul 3, 2017 - Posted by Rich Miller * Speaker Madigan told reporters today that he “would move to override” all three bills the House has passed over the past couple of days. Those would be the tax hike, the approp bill and the BIMP. Those are all Senate bills, however, so the Senate Democrats would have the first crack at an override motion, and they have their own issues right now. But Madigan predicted the Senate would approve the bills. * Madigan said he thought the two Republican leaders “should have been here” for today’s scheduled meeting of the four tops. The House Speaker said he would schedule another meeting tomorrow at 10 o’clock in the morning.. “We’re continuing to work on what we call the ‘off-budget’ issues,” Madigan claimed. “We will continue to work with [the Republicans] until it’s resolved.”

They should attend to at least compromise on other factors. Otherwise it’s like a two year old smashing a toy and stomping off. The tax hike will happen, Rauner will only veto if he thinks it can be overridden… if that’s not his mentality, and he’s willing to throw Illinois to Junk, he truly is a fool.

The override attempt will fail. It is designed to fail. To quote Stephen Stills, “We never failed to fail, it was the easiest thing to do.”
Rauner will wear the tax hike jacket. Period. Madigan, Cullerton et al will ensure it.

I have no idea how this is going to work out at this point, but I’ll tell you one thing: the amount of grass roots organizing to oppose Rauner as well as GOP GA members (particularly in University districts) is going to be huge.
2018 is not going to be a typical year in IL. There will be organizing and turnout. Rauner’s money will not buy him a narrow win over a terrible candidate.

(1) Rauner will veto tax hike if it doesn’t come along with non-budget items.
(2) Republican leaders won’t attend meetings regarding non-budget items.

I don’t profess to be an expert at this but wouldn’t it be better to let a veto stand and then make Rauner ask for the tax increase later?

If the override fails (which it seems everyone is expecting) then the House Repubs who voted for the tax will be hung out to dry. Either they changed their mind which doesn’t make a while lot of sense at this point because they are already officially on record for voting for the tax OR Madigan peeled off Dem votes.

I truly want a Dem in the Gov’s office next term, but I wouldn’t want to be the poor sap who is left to clean up this ungodly mess. Better to start now and have some progress made before you start office. Just think, we might even have a credit increase or two by then if we start now, and public anger may be lessened. Anger and problems will only increase by next fall without a settled budget, no matter who wears the coat or occupies the chair.

Hope to god they don’t make the same mistake as in 2010 — pass the revenue and spending bills, to make a balanced budget, but then walk away and fail to restructure the payables debt. That key fiscal piece remains, in addition to the TA items.
