* Keep in mind that these are Senate bills, so the Senate has to go first, and as of 12:01, the bills aren’t on the governor’s desk according to LIS, but Cullerton’s spokesman said a short while ago that he believed they had been delivered. The Senate Democrats told me they would send them to Rauner as soon as possible.

But, man this could be cutting it close because the markets and the ratings agencies re-open tomorrow morning…

    Maybe there is word that Rauner is not going to veto the bills today… Doesn’t make a whole lot of sense for the house to be in session for a veto override if there’s no veto.

    It’s oddly comforting that the Speaker is not holding the vote today because he doesn’t have enough members. Maybe it’s one more crack at Junk status before he shows up with the miracle elixir. Doubt that would work.

    Face palm is right. With people racing back down there, this is quite amazing.

    If Rauner vetoes today, and markets open tomorrow, and we find ourselves in The Junk Zone, it’s all on Rauner. The GA did their job - including 15 House Republicans and Sen. Righter - to keep us out of Junk territory. A veto puts it all on Rauner.

    Or, you know, the governor could just be an adult and sign the deal. The real #facepalm here has nothing to do with the timing of the veto override and everything to do with the purely political veto itself.

    A veto override today lets the Governor skate free and clear of backlash. If he vetoes today, he should own the consequences for a few days. There might be more override votes from both sides if things crash on Wednesday. We already have Republicans complaining about the quick votes and lack of negotiation as if there were no deadline and no consequences. Perhaps this will inject a dose of reality.

    I for one don’t see the purpose in the veto. Rauner probably wouldn’t be doing this if he thought an override would fail. Even he knows the consequences of a junk bond rating will have. Guess they haves polled this?

    Everyone knew this vote was happening today, and Rauner said he’d veto it right away. If an immediate override was planned, the reps would be ready and waiting. If there’s an override vote, my bet is that it takes place after rating agencies downgrade us to junk.

    Prairie Dog- waiting the time for the bill to become self executing won’t fly. The State needs the money yesterday and employers will need to adjust payroll withholding sooner then later. The State is already losing 6 months of the increase. Will be interesting to see how the Dept of Rev rolls out the tax forms in January in terms of taxing non- payroll income. I doubt the legislative types have given much thought as to income reporting and accrual dates for anyone other then W2 recipients where the taxes get withheld

    Piece of Work, I disagree. This should be signed by the Gov. If he vetoes, the downgrade is a direct result of Rauner’s own action. It would all be on him.

    An override takes 71 votes, and will need R votes, so don’t see how that could be pinned on Madigan. That being said, I would love to hear Rauner try to blame a downgrade on Madigan not overriding his veto fast enough.

    The politics of vetoing the tax hike are more important than the veto of a budget.

    That’s the messaging now.

    Only a Governor can veto, that’s on Rauner

    Rauner will also go a 3rd year without a signed budget. Not a great record.

    Any governor willing to concede that a Speaker is more powerful then them isn’t making s good argument for re-election.

    … and Rauner is so weak that for three years Rauner has no signed budgets, social services closed, and bond rating agencies saying Rauner’s veto of a budget puts Illinois in junk status?

    What good is Rauner? He’s so weak and feeble, Rauner said he could do this, that, shake, bring back, and nothing?

    A House Speaker is stronger than a Governor?

    Again, not the best argument for re-elect.

    If the Governor really wants a balanced budget without taxes, he now has the ability to do that by using his line item veto power. The reality is that he won’t do that because he doesn’t want to be held accountable for the cuts that would require. I expect we won’t hear that from the press, though.

    You won’t hear that in the press because it is not true that the Governor can like item veto the budget to balance.

    Court orders and statutory spending make that impossible
