There might be more override votes from both sides if things crash on Wednesday. We already have Republicans complaining about the quick votes and lack of negotiation as if there were no deadline and no consequences. The State needs the money yesterday and employers will need to adjust payroll withholding sooner then later. The State is already losing 6 months of the increase. Will be interesting to see how the Dept of Rev rolls out the tax forms in January in terms of taxing non- payroll income. This should be signed by the Gov. If he vetoes, the downgrade is a direct result of Rauner’s own action. It would all be on him. An override takes 71 votes, and will need R votes, so don’t see how that could be pinned on Madigan.
