He’s just making noises that he thinks will aid his re-election effort.
It’s long been clear that he doesn’t have any interest in doing the actual job in a responsible manner.
Why he wants the gig at all is beyond my understanding. All I can think of is that the title and trappings are an ego-stroke, something he has that his rich friends can’t buy.
