The Governor looks tired. If he wasn’t such a persistent rascal, I would say he was a man who was feeling the probability of looming failure for the first time in his life.

I think he did a lot of relaxin’ ridin’ which explains the washed out dazed look. Plus he probably did not understand 2% of what was bein’ said. Basically poor, sick people can get treated if the pain is in the big toe or noggin
