An 87-year-old man crashed his car into the outer brick wall surrounding the Illinois Governor’s Mansion on Friday night. […]
There were no injuries and no citations were issued, according to the Illinois State Police.
Thank goodness nobody was hurt.

There is no law requiring traffic citations be issued for all accidents; officers usually have discretion as to issue or not. There is also the legal requirement of probable cause too issue a citation, which may not have been met in this case.
