I don’t think Stephen Douglas can be fairly singled out as the originator of corruption in Illinois politics. When Illinois territorial politicians wanted admission to the union they had their non-voting representative in the US House sponsor a law reducing the population requirements for statehood. Even with that, they had to pad the actual census numbers to get there.
