My best wrong answer is that they are so you can answer the required survey before you are allowed the free elevator ride.
My real answer that I’ve always assumed is correct is so that someone who can hear can respond to questions in an emergency situation even if they can’t speak. Not sure what to say for deaf people in that situation though.
