I think the important thing is, honestly, when we talk about who’s going to be Speaker of the House, it’s the members of the House of Representatives who make that decision, not the governor and the members are, in fact, I believe, holding the speaker responsible, that is for responding to their questions and making sure that he comes up with an appropriate process and one that actually works for someone to get justice when they work for the 118 members of the House of Representatives and they are harassed.

It seems like other states have figured this out, but not the House of Representatives in the state of Illinois. So I am looking forward to quickly. By the way, I know there’s been talk about a working group. I’ve seen working groups go on for a year and a half. There is no time here. There are already models for dealing with this in other states, I believe that there doesn’t need to be much of a discussion through a working group. You have to write legislation or at least write rules in the House. But it is important, in my opinion, for this to happen very quickly because there’s no reason for this to be, we’re not reinventing the wheel here, the the nation has figured out how to allow someone to come forward and make sure that they get justice when they’ve been harassed. So it shouldn’t take long for us to get a result here.

SIU’s top administrators all insisted that it made sense to halt the project while the university completed a facilities master plan that the SIU Board of Trustees is expected to consider for approval this December. But when it came to why the demolition was left unfinished, or why the SIU Foundation canceled its pre-development agreement and lost $2.2 million in the process, getting answers proved elusive. University officials said those answers could only come from SIU Foundation CEO

Kupec said some of the lost funds could be recovered, but didn’t detail how. He stressed that none of the money expended came from state dollars or tuition — only from private donations made to the SIU Foundation.

One provision would require the village to provide financial incentives for the development of the full 253 acres, Weiss said. Welch: Cases were ‘dismissed because they were without merit’

* Let’s circle back to this Politico interview of House Speaker Welch

Playbook: Critics also have concerns about allegations from before you became speaker, including being sued twice for unwanted advances. Why should voters view those situations differently?

Welch: “Those issues have been without merit. Cases have been brought against me that have been dismissed because they were without merit, and I have never shied away from talking about those issues.

Those two suits weren’t dismissed for lack of merit. They were dropped by the plaintiffs for different reasons.

Welch reportedly became angry after two sisters who worked in senior positions at Proviso West high school rebuffed his attempts to hug them at a football game. He responded with an angry text.

Alexis Wallace, the former principal at Proviso West before Welch had her transferred, sat down with the Forest Leaves in March 2012 to discuss her experience with Welch as D209 board president and a threatening text she’d received from him.

Wallace said she saved the text, making certain her phone was charged even after she got a new phone. The saved text confirms allegations made by Wallace’s sister, Dylester Palm, a dean at Proviso West, in her federal lawsuit against Welch for complaints similar to Wallace’s. (Palm later dropped the lawsuit, citing her inability to pay for the cost of legal representation.)

Wallace held out her old Blackberry for the reporter to photograph. The phone number on the text was the same cell number that Welch had listed on his campaign filing documents. 

“I allowed them to be employed!” Welch’s text read. “And I’m the board president! Period! End of conversation. Things better change now. I won’t tolerate disresepect.” 

Welch then left no doubt that he saw himself as the primary authority at D209.

“I had a direct hand in helping them b here including u. No one else,” he said. “At the minimum, I deserve respect.”

But that case was more than a little muddy. From the Tribune

Welch asked for the order of protection to be thrown out and strenuously denied those allegations. He said it Johnson was harassing him, records show.

She “continued to aggressively pursue Welch through various forms of communication” after the breakup, Welch alleged.

And after Johnson was transferred to a different department and began to fear she would be fired, she sent him a text reading: “listen mother f—–! I if I get fired or demoted you getting your a– kicked and I’m going to the EEOC and tell them that you sexually harassed me!”

A copy of that text is filed in the court record.

Welch also produced texts that he believed to be from Johnson dating to April 2010, reading “lol you’re such a f– … go suck a d— loser” and “now there is an order protection that has been placed against you. Did you know that?”

Court records show Welch filed a report against Johnson with Hillside Police for telephone harassment, but he didn’t sign a complaint.

A few days later, Welch alleged, Johnson showed up at a school board meeting to hand Welch a copy of the federal lawsuit. Welch said in a filing that it was an effort to embarrass him, and proof that she was not in fact fearful of him.

After Welch raised those allegations in court, a judge dismissed the order of protection.

Johnson’s federal suit also was short-lived. Records indicate settlement talks began two months after it was filed. Johnson moved to dismiss the case shortly afterward. It’s unclear whether the Proviso school board settled the case.

* Either way, the cases were not “dismissed because they were without merit,” as Speaker Welch claimed to Politico. He undoubtedly believed they were without merit. But they were withdrawn by the plaintiffs.

Campaign stuff

On the campaign trail, Republicans have been vocal about [Rep. Carol Ammons’] indictment and [House Speaker Chris Welch’s] handling of sexual harassment cases.

The party’s nominee for governor, Darren Bailey, held a news conference at the Statehouse prior to Ammons’ hearing where he said, “the people of Illinois, they’re ultimately responsible for this,” and called Gov. JB Pritzker “a jacka**.”

“Voters need to send better people here. Accountability and transparency will do that,” Bailey said. “What greater first steps can we take in Illinois with a new governor than to bring transparency and accountability to their own elected officials.”

Bailey and his running mate, Aaron Del Mar, called on lawmakers to respond to Ammons’ case by passing a law that makes nonprofits receiving at least $10,000 in state funds subject to open records laws.

Leading the cry: Gabby Shanahan, who’s running for the 97th District seat formerly held by disgraced ex-Rep. Harry Benton, is calling on newly appointed state Rep. Jessica Dixon Heitman to make her position public. Shanahan argues voters deserve an answer, noting Dixon Heitman has said she would accept campaign support from Welch but has not said whether she would back him for another term as speaker.

“After everything that has happened, silence is not an acceptable answer,” Shanahan said, referring to the scandal that has put scrutiny on Welch’s leadership. […]

But we did hear from Dixon Heitman’s camp, which said it’s “premature” to weigh in on Welch’s future as speaker. Thom Serafin, who is advising Dixon Heitman — the granddaughter of the late U.S. Sen. Alan Dixon, for whom Serafin once worked — said a decision shouldn’t come before she’s had a chance to understand the institution and her colleagues.

    - Marc Poulos, a Springfield labor quarterback, is circulating a proposal that would require data centers to use closed-loop cooling to preserve water, speed up grid connections for data centers that use renewable power, roll back some biometric privacy protections and restore data center tax incentives that Gov. JB Pritzker suspended in July.
