House committee begins Ammons investigation, seeks guidance from US attorney

Rep. Tarver: Our final order of business today is to determine the first step of our investigation going forward, consistent with the House’s practice in the investigations of former Governor Rod Blagojevich, former Representative Derrick Smith, and similar to the investigation into former Speaker Madigan, it is my recommendation that before proceeding further into gathering information, this committee should consult with the U.S. Attorney for the Central District of Illinois, Mr. Greg M. Gilmore, to avoid taking any action that he would consider an interference with an ongoing federal investigation. […]

Upon receiving a response from the US Attorney, we will determine our next hearing date and time.

Roundup: Speaker Welch on his handling of the Benton sexual harassment case

[O]n Wednesday [House Speaker Chris Welch] made the rounds of several media outlets in an effort to shore up support for his leadership amid increasing scrutiny. Unlike the Tribune, none of the outlets Welch spoke with had interviewed the harassment victims, leaving Welch to present a largely one-sided account.

Welch’s media outreach did not include the Tribune, which on July 17 published a months-long investigation that found the speaker’s office had known of [former Rep. Harry Benton’s] harassment of a district office staffer for three years but failed to act until this year — a period in which two other women faced Benton’s harassment. Even before publication, the Tribune had unsuccessfully sought to interview Welch about his handling of the case, including whether he ever confronted Benton after his staffer brought a lengthy list of allegations, many of a sexual nature, to his office.

Welch told WGN that in 2023, his then chief of staff Tiffany Moy had heard something was going on in Rep. Benton’s office. Moy then reached out to the young woman, who shared her concerns. According to Welch, Moy asked the woman to write down her list of complaints against Benton. He claims the woman said she only wanted to make a record to protect women in the future, but she didn’t want to go forward with a formal complaint. Welch says his staff then tried to convince her to follow the Legislative Inspector General process.

“She was insistent on not going through that process,” Welch said. “The guiding principle in 2023 was following the wishes of the survivor and we did that every step of the way.”

Asked why he didn’t do more even after the victim said she didn’t want to go further, Welch admitted he made a mistake.

“I take full responsibility for that, we could do better, we will do better,” Welch said.

In another interview, Welch referred to the former staffer’s allegations as an “unofficial complaint.”

But the former staffer followed the protocols outlined in a document she was given, which listed the speaker’s chief of staff as a reportable entity for sexual harassment complaints. It was Welch’s then-chief of staff who received the former staffer’s lengthy list of allegations against Benton.

The former staffer twice rejected the speaker’s office’s efforts to have her contact the legislative inspector general, fearing that, as a young staffer, she would become a political pariah and forfeit future opportunities to work in government and politics. Instead, she said she believed Welch’s office could handle her complaint internally. Still, she said she wanted action taken so no other women would be subjected to Benton’s harassment in the future.

[Welch] says the decision not to censure Benton or call for his resignation stemmed from what he considered issues of “due process.”

“We still did an informal investigation and we brought the representative in and he adamantly denied the allegations,” Welch said. “And so at that point for me, it’s a due process issue. How do I give this member due process? They have a constitutional right to that. And without due process, I thought the only thing I could do was to continue to support the member.”

“We basically have 118 employers hiring and firing employees. And so I got to tell you, our system, the way it’s set up failed this young woman in 2023,” he said. “It failed other women who had been afraid to come forward. And as the leader of this caucus, as the lead of this chamber, I take full responsibility for that. And I take for responsibility for the obligation to fix it. I know we can do better.”

Welch said the woman did not want to file a formal complaint, and Benton “vehemently denied” the allegations. Welch said Benton was entitled to due process, and no action was taken at the time. […]

“But was he entitled to 1.4 million dollars of support from you to get reelected?” ABC7 asked.

Welch responded, “At that point, with the information before me, we were supporting a member who had allies supporting his re-election. Would I do that today, knowing what I know now? Of course not. Hindsight is 20/20… I understand the concern. I think that’s a valid concern of many,” Welch said. “With the information before me at the time, I literally was leaning on a member being entitled to due process.”

Welch said that in hindsight he would have acted differently.

Welch told Capitol News Illinois it wasn’t until he read a Chicago Tribune article last month that he realized his actions — including reacting to the former staffer’s Instagram photos with heart eyes and inviting her to a bar through an encrypted messaging app — made her feel uncomfortable.

“When I read that, I felt terrible,” Welch, a Hillside Democrat, said. “That certainly was not my intent, but I made her feel uncomfortable, and I have to own that. I regret that and I’m embarrassed by it, and I apologize for it. And I think that’s taking responsibility.”

Welch said he’s changed his social media behavior since the Chicago Tribune’s July 17 report, which focused heavily on the fact that the staffer initially complained about Benton’s actions toward her in 2023.

The staffer, who once served as an intern in Welch’s office, told the paper she had several interactions with the speaker that made her “uncomfortable” after she left Benton’s staff. When she asked him for career advice, for example, he reportedly asked her to move a text conversation to the private messaging app Signal, where messages disappear after a period of time, and meet her at a bar to discuss her request.

Welch: “Those issues have been without merit. Cases have been brought against me that have been dismissed because they were without merit, and I have never shied away from talking about those issues.

“Our caucus is majority women because I’ve supported women running for office and the values that they believe in, and I’m going to continue to support women running for office and the values that they believe in.”

Playbook: Reactions to this controversy have exposed racial tensions within the caucus, with Black legislators supporting you and some white lawmakers still questioning how it happened. How do you bring people together?

Welch: “Diversity is our strength, but our power comes from our unity… My job is going to be to try to unite us, not divide us. You’ll never see me doing anything to try to divide us.”

Maze Jackson’s documented history of anti-semitic, anti-Latino and homophobic remarks

* I’ve received a small handful of texts the past few days wondering why Maze Jackson seemed to be so obsessed about me on social media. I haven’t read everything he’s written, but from what I’ve seen he cites few if any facts and relies mainly on name-calling and vitriol to make whatever case it is he thinks he’s making, mostly in defense of House Speaker Chris Welch. Frankly, I don’t really care what he says.

But yesterday he announced on his Facebook page that he would take a look at how the “veiled racism in the comments section can be lethal,” in reference to our comments section here.

That’s quite rich coming from a guy who has a history of not even bothering to use a veil.

* To be clear, I’m always open and willing to listen to people with legitimate concerns about comments here. I do try to keep up whenever I can, but that’s not always possible and sometimes I just scan through looking for the worst ones, so some bad stuff undoubtedly gets by me. We should all do better, including myself. But taking advice from someone who said stuff like what we’re about to see and who allowed loads of blatantly antisemitic callers to go unchallenged just doesn’t interest me in the least.

* You may remember a letter sent by the Illinois Jewish Legislative Caucus a while back designed to “raise alarm about anti-semitic rhetoric being advanced” by Jackson on his radio show and podcast. And then they offered up several examples and also noted anti-semitic comments from listeners that went totally unrebutted

These attacks have been targeted at Jews in general, as well as several Jewish individuals and a major Jewish civic organization, all of them active in working for more affordable housing in the city. On April 13 of this year, Mr. Jackson referred on his show to an unnamed “Jewish organization,” which he alleges “controls” the affordable housing activists who are part of the Chicago Housing Initiative (CHI). CHI is a broad coalition of community organizations and agencies working to expand the supply of affordable housing units across the city. CHI is not “run” by a Jewish organization, although the venerable Jewish Council on Urban Affairs is an active and committed participant.

This is a classic dog whistle, calling forth the time-worn trope that Jews control social institutions behind the scenes. Mr. Jackson lends credence to the conspiracy theory in which Jews manipulate these advocacy organizations in order to undermine the Black community. His shows’ call-in segments include vicious, irrational rants filled with accusations against Jews, none of which he squelches, challenges, disputes or even interrupts. Mr. Jackson provides a public platform for virulent anti-semites. And it is dangerous.

What has prompted Jackson’s attack on Jews in the affordable housing movement? Apparently a recent report by the Better Government Association laying out the relationship between property developer Onni Group and Mr. Jackson himself, so infuriating Jackson to cause him to lash out.

That letter helped derail Kari Steele’s 2022 primary campaign for county assessor, even though Jackson offered up an apology for some of what he said, but not all. Steele and Jackson are married.

* And then came a blistering letter from several prominent Latino legislators, elected officials and leaders

As you know, there is a long and painful history of tension cultivated between African American and Latino communities in Chicago. Following in the legacy of the Harold Washington era, we have worked hard to build solidarity between our communities, which face so many common challenges. That is why Mr. Jackson’s consistent sowing of animosity against the Latino community is so deeply troubling.

Furthermore, our immigrant community and particularly the undocumented population came under attack in recent years under Donald Trump and ICE. Now more than ever, we need leaders of all racial and ethnic backgrounds to stand together to defend undocumented immigrants against the threat of violent attacks and oppression.

Our struggles are inherently bound together. But instead, amid this crisis, Mr. Jackson has offered his show as a platform from which to lob attacks on the vulnerable Latino immigrant population. […]

“They [Latinos] are hijacking our birthright by using the people of color analogy,” said Mr. Jackson . Later [1:07], Mr. Jackson says he “went to the Black gym at the Blackest church in Chicago, and it’s all Latino. They playing basketball right on Jackson.” […]

In another episode, this time from summer 2021, Mr. Jackson stated: “We gotta get these people in control, they’re destroying our city: Latinos! I think Latinos have taken the premise of ‘if you can’t beat them join them’ and when I say ‘beat them,’ you can’t beat the white boys so [you] join them in beating and villainizing the Black people.”

Then you replace us with Latinos who, what they think? ‘Latino first.’”

[There] are rules or like the Black code. Like bro, right now we [are] in a state of war. For instance, can’t be no Black people standing at the front of no Latino press conferences.”

Given recent discussions about anti-semitic language used on Mr. Jackson’s show, we feel compelled to raise our own concerns about a long history of homophobic and anti-Trans rhetoric used by Mr. Jackson. Mr. Jackson has stoked fear that trans people are leading an attack to delegitimize cisgender identity, claimed that LGBTQ+ people seek to “indoctrinate” children, and used the term “gay” as a pejorative.

I cannot fathom why Speaker Welch keeps that man in his inner circle.

And now I’m going back to ignoring him.

    - Speaker Chris Welch, his leadership embattled over his handling of former state Rep. Benton’s conduct, told members of the House Democratic Women’s Caucus in a virtual meeting last month of his concerns that the former Plainfield lawmaker, a union ironworker, had been bashing the speaker to labor, a powerful and wealthy Democratic ally, sources who attended the meeting told the Tribune.
    - But some Democrats close to labor privately scoffed at Welch’s explanation, saying Benton had little power to influence organized labor or its massive fundraising apparatus.
    - The Tribune has contacted Welch’s office repeatedly in the weeks since the investigation was published, seeking an interview or information about when the speaker would be publicly available to take questions. * NYT | ICE Threatens Sheriffs With Prosecution Over Access to Inmates: The warnings have been conveyed in a series of letters that federal agents began hand-delivering in early July to Sheriff Dawanna Witt of Hennepin County, Minn., which includes Minneapolis, and Sheriff Tom Dart of Cook County, Ill., which includes Chicago. Both are Democrats. The letters assert that failing to hand over inmates being sought by immigration agents could lead each elected official to be charged in federal court with witness tampering, a felony. The New York Times reviewed the letters. Legal experts say it would be difficult if not impossible for federal prosecutors to charge the sheriffs with witness tampering, let alone prove the elements of that offense. But the threats are part of the Trump administration’s effort to portray so-called sanctuary jurisdictions as obstacles to the president’s mass deportation campaign. The Justice Department has sued several local governments over their unwillingness to cooperate on immigration enforcement.

* Shaw Local | Joliet police back conduct of officers at scene of Homeland Security incident: In response, Interim Police Chief Robert Brown said it was not ICE but Homeland Security Investigations who had an “active federal arrest warrant.” […] Joliet Police Sgt. Dwayne English, the department’s spokesman, told Shaw Local the body camera video was reviewed. “Based on that review, there were no apparent concerns regarding the officers’ actions that warranted further administrative review,” English said.

* Naperville Sun | District 203 board member denied committee assignments for second year: Kelley Black has repeatedly criticized the district’s process in which board members take turns reviewing the monthly bills with finance staff before they are presented and voted on during a public meeting. On Monday, the district released its annual rotation for the upcoming school year in which the seven board members are assigned a month for the bill review process. The annual committee and adopt-a-school assignments were also released — lists from which Kelley Black was excluded.

* 25News Now | Facing opposition from city council member, Peoria affordable housing plan set for public hearing: The proposal involves redevelopment of the vacant parcel into 48 affordable, deed-restricted apartments and a medical office. […] In a public meeting on Monday, Jackson said the current location is not the best site, and instead she would like to see it return to the first proposed location elsewhere in South Peoria. Developers said demolishing and reworking the previous site is not feasible.

* WTVO | Stellantis to evaluate Belvidere facility ahead of planned plant restart: Stellantis plans to resume vehicle production at its Belvidere assembly plant next year. However, local union leadership reports they have not received official updates regarding the transition. Matt Franzen addressed the situation on a Facebook post. Franzen stated that management intends to visit the facility to evaluate what work has been completed and what tasks remain for the reopening.

* WTVO | Rockford officials warn nearly $500M pension shortfall could squeeze future city budgets: According to the presentation, the city’s fire pension fund carries an unfunded liability of approximately $254 million, while the police pension fund has an unfunded liability of about $236 million, for a combined total just under $500 million. The discussion came as the city received generally positive news regarding investment performance. Pension assets earned returns of more than 17% last year, well above the expected 7.1% rate used by actuaries. Funded ratios also improved, with the fire pension system reaching nearly 44% funded and the police pension system reaching about 51% funded.

* Rockford Register Star | Democrats back Torina for acting mayor of Rockford: Members of Rockford City Council’s Democratic caucus voted 3-1-1 and one abstention July 31 to back Ald. Gabrielle Torina’s candidacy for acting mayor, but it remained unclear if they had reached the consensus they sought. * Illinois Times | Identifying brownfield sites for redevelopment: The Springfield-Sangamon County Regional Planning Commission is seeking public input as it begins assessing contaminated brownfields in areas that are difficult to redevelop after being awarded a $1.5 million grant from the U.S. Environmental Protection Agency. The grant is scheduled to run from October through September 2030 and will be used initially to look at the Browning Road and Veterans Parkway corridor in unincorporated Sangamon County, the 10th Street Rail corridor in Springfield and the North Grand Avenue East corridor in Grandview.

First, the American system of journalism has historically relied more on rhetorical appeals than structural forces to proclaim and defend its legitimacy. The First Amendment lets anyone be a journalist, which is great — but its lack of professional gatekeeping has also left the field uniquely vulnerable to attack from those who seek to weaken it. And second, the decline in public trust in the media was both preceded by and driven by attacks on the press by political elites, especially at two key pivot points — white southern Democrats defending Jim Crow in the 1960s and 1970s and the Lee Atwater/Newt Gingrich generation of Republicans in the early 1990s. As a result, criticism of the press — which used to be relatively equal on both ends of the political spectrum — has become a decidedly conservative behavior.
