The Illinois Gaming Board has voted 3-1 to award the state’s unused casino license to Midwest Gaming & Entertainment.

Trilliant’s [Rosemont] bid was the highest with an upfront licensing fee of $435 million, followed by Waukegan Gaming at $225 million and Midwest Gaming at $100 million. [emphasis added]
The state budget is based [if memory serves] on somewhere around $500 million for the license.

Midwest beat out competitors looking to locate in Rosemont or Waukegan with an upfront bid of $122.5 million and a promise of an additional $10 million for each of the next 30 years.
Chairman Aaron Jaffe said he felt Midwest was the most reputable and generous in sharing revenues with depressed communities.
Jaffe and several other board members said they could not vote for Trilliant Gaming to open a casino in Rosemont because of past allegations that the village had mob ties.
So, is the state gonna have to bond that $300 mil over 30 years to close part of the hole in its budget?

Today, the Illinois Gaming Board voted to award the State of Illinois’ 10th casino license to Midwest Gaming LLC to locate a casino in Des Plaines.
As I have repeatedly stated, I expect the Board to provide a transparent, public explanation of the decision-making process, so that it is clear how they arrived at their selection. To that end, each Board member publicly explained his vote today, and the Board also stated that it will publicly provide more detailed, written explanations at its next meeting scheduled for January 12, 2009. The Board’s Staff Analysis and Recommendation is also available to the public.
I have always believed that the Board’s decision must put integrity first and foremost. As the process moves forward, including the important step of completing a full Board background check on all parties associated with the application, it is critical that the Board continue to make information publicly available. Transparency will be a key factor as we move closer to restoring credibility to the 10th license.

I don’t get it. Why not take the high bid? Geography doesn’t matter when it comes to corruption. If the casino’s going to be mobbed up, it could be mobbed up in Des Plaines, Waukegan, or Vatican City. Effective law enforcement is the answer.

It’s all about the board not wanting Rosemont to control the casino. By granting it to Des Plaines, the board still takes advantage of the proximity to the airport and the Rosemont hotel and convention business with Des Plaines’ casino location directly across the street (Devon Ave.) from Rosemont… a safe decision for them.

Chicago media will excuse this all away. They’re all linked to Blum. Rosemont or Waukegan made much more sense. But don’t expect to hear any of that from the Tribune, and especially not the Sun Times. And, yes, the casino will be located literally spitting distance from Rosemont. I’m glad the mob doesn’t know how to walk across the street. Then again, this license is still likely to be tied up in court as well. Rosemont won’t just walk away. And I doubt the Waukegan investors are going to just courtsey and walk off the stage as well.

Im not really up on how the the mob operates, but how exactly does the 3 miles between Des Plaines and Rosemont make a difference in whether the casino will have mob tries or not? Is there some bridge they can’t cross between the two that I am not aware of? I went to the new land-based casino in Rock Island over the weekend and I have to say that it is a vast improvement over the old tiny and smelly boat, but it is still never going to be the economic savior of the Quad Cities.

Geography is a false issue. The Outfit skimmed off casinos in Las Vegas into the 80s. Sam Giancanna, when he was exiled in Mexico, operated and skimmed casinos in Central America and Iran. New York skimmed off casinos in Havana.

Also, what about the connection written about in the Journal and Topics newspaper between Dvorak - the corrupt former politician - and Mayor Arredia of Des Plaines. Allow me to explain: Never once to my recollection has AG Madigan ever said “boo” about the Des Plaines option. Not when the Gaming Board investigators expressed concern that the Rosemont folks might just walk down the street. Not when the Dvorak link was exposed. Not ever. She has focused solely on Rosemont. It’s well known that the state wanted to take advantage of the O’Hare traffic at the 10th casino (ergo Rosemont) so Des Plaines has always - always - been the fallback option. By bashing Rosemont and staying silent on Des Plaines, she might as well have just endorsed putting the casino in Des Plaines.
The fact that the developer was a major contributor during her first statewide campaign just makes it all the more juicy.

Terry Link is quoted in an article up at the CBS2 website. Link implies that William Cellini’s past ownership interest in the Waukegan gaming group might be a possible reason for passing on Waukegan, but he also seems to imply the Board was just predisposed to not dig Waukegan. You can tell it’s a bad day for Link.
