None of those items are budgeted line items in the state budget. So all of his harsh actions towards legislators in that regard can be regarded as exhortation and racketeering under the federal RICO laws. Previous commentators have called it “hostage taking”, i.e. the use of irrelevant employees or entities as pawns as bargaining chips when they have no relationship to the topics being exhorted and racketeered, they just add uncomfortable pressure to those legislators because of public reactions. Sometimes an outside group has to set up a position for others to react to, and the discussions might be fruitful. A former senator tried to present a new start to budget discussions. She and her supporters failed, but that was then… and now an outside group might be a good face saving means towards meaningful compromise results.
