How can these supposedly by-the-book fiscal conservative Republicans stand by while their governor violates the constitution? The law has a thing called Statutory Construction. A paraphrase of its rules includes that when the law as a whole is susceptible to different interpretations [giving both of you your due in this case, that applies], a does indeed come before b.
