Once again, with feeling

Monday, Sep 12, 2016 - Posted by Rich Miller

* Gov. Rauner today in Chicago…

We came up with a stopgap spending plan. It is not a budget, it is not a balanced budget.

It is better, the current deficits that’s being run is better than the substantially worse out of balance budget that was proposed in the General in the spring. We were able to defeat that budget. This is better, but it’s not balanced and it’s not even a true budget. There are still programs that probably should be funded that aren’t.

Once again, Rauner repeatedly claimed that the House Democrats’ budget was $7 billion out of whack. But the Commission on Government Forecasting and Accountability projected the stopgap budget which the governor negotiated and signed into law is almost $8 billion out of whack.

It’s quite possible that the governor’s budget office underestimated the true cost of the HDem plan. But $7 billion is the number Rauner used, over and over and over again.

However, I would agree that the stopgap is, indeed, “better” than the HDems’ budget plan simply because it was a negotiated settlement.

Didn’t the HDems plan get us through a whole year? Didn’t it fund every program?

See? This is what you lie about as Governor, not whether you’re involved in politics. Heck, all governors are involved in politics. You lie to make your opponent the bad guy, to confuse the electorate, to mislead the gullible and those too busy to follow this stuff closely.

Truth is relative and rarely helps a politician get his way. Truth is for suckers.

All the Govenor cares about is destroying the state and finding ways for it to be blamed on Madigan and all, and I mean all, the Dems Madigan controls.

To the lack of understanding the damage, again, Rauner understands the damage vs. agenda. Until agenda wins, damage is acceptable,

To accepting that Rauner is saving Illinois with a stopgap, yes, it’s critical that schools open and only the poor and needy are continued to hurt, at a deficit no less, as long as credit is his, not even the GOP GA, and the cause is Madigan’s Democrats.

    And still…

… Rauner thinks he can get away with it because… he is.

I’m not surprised by Rauner’s lies. I am surprised that he can’t seem to put together a sentence. “… the current deficits that’s being run …” Sounds like Blago’s fractured spontaneous statements

Speaking of irony, from December 2014:

    http://www.nbcchicago.com/blogs/ward-room/Rauner-blasts-Illinois-budget-accounting-gimmicks-284622011.html

    >According to the State Journal-Register, Rauner said he would offer “solutions in the coming weeks and months” for tackling a “booby traps”-laden budget situation.

  8. - Skeptic - Monday, Sep 12, 16 @ 2:34 pm:

    @Sir Reel: Give him some credit..he didn’t say “the current deficit’s that’s being run…”

Kind of a tangent but related to the budget mess. I went to get my emissions tested today in Tinley Park. Line was longer than I had ever seen it and the woman said they have cut them to the bone “BECAUSE of the RAUNER mess.” Those were her exact words. She said that the Tinley Park facility along with several others in other suburbs (including Elk Grove) will all be closing down permanently because the state hasn’t paid them since who knows when. She said she’ll be out of a job soon. I can’t remember the exact date but I think it was a matter of months so just another victim of the budgetary mess. As I said this was just from an operator so I can’t verify the accuracy.

  11. - Anon221 - Monday, Sep 12, 16 @ 3:14 pm:

Here you can check the wait times at the emission testing centers: http://www.epa.illinois.gov/topics/air-quality/mobile-sources/vehicle-emissions-testing/wait-times/index

Does anyone know how a 6 month stop gap could be 8 billion out of balance when the entire 12 month Democrat budget was only 7 billion dollars out of balance?

What would the deficit be for the entire year assuming flat spending in the second half of next year?

Something doesn’t add up but that is not unusual in Illinois.

  13. - Michelle Flaherty - Monday, Sep 12, 16 @ 3:45 pm:

    Poor Chapin.
Maybe someone will tell him the truth.

“But the fact remains, since Gov. Rauner stood up to Speaker Madigan, we are starting to see budgets that are a product of our ideals, not Chicago’s. Budgets that are grounded in fiscal reality and that most importantly, don’t break the bank due to Chicago’s mismanagement of their own resources,” Rose concluded.

  14. - cdog - Monday, Sep 12, 16 @ 3:52 pm:

wow. Gov Rauner uses these words like he understands what they mean, “but it’s not balanced and it’s not even a true budget.”

Since we now have some certainty that he does understand this concept, what is his excuse for not presenting a constitutionally required balanced budget during his Budget Address?

(Adding, since we all know the Governor did not comply with a Constitutional requirement, lets just ignore some other Constitutional provisions…hmmmm)

===Does anyone know how a 6 month stop gap could be 8 billion out of balance when the entire 12 month Democrat budget was only 7 billion dollars out of balance?===

Rich Miller has personally pointed this out to you numerous times. You the “search”

You’re not a babe in the woods.

Start with outstanding bills to be paid because there was no budget for 6 months.

===What would the deficit be for the entire year assuming flat spending in the second half of next year?===

Rauner wanted a stopgap. Rauner will ring, up to $14 billion according to reports.

    You know this.

By nearly every measure, Illinois is worse since Rauner became governor.

    You’re welcome.

  16. - Rod - Monday, Sep 12, 16 @ 4:47 pm:

So when I listened to the recording it clearly appeared that Governor Rauner was pointing the finger at Governor Jim Edgar for starting the cycle of unbalanced budgets 25 years ago. That was a pretty big breach of the Regan 11th commandment: Thou shalt not speak ill of any fellow Republican.

  17. - peon - Monday, Sep 12, 16 @ 5:26 pm:

The IL electorate - not known for being picky - is much more angry with the budgetary dysfunction this year than the Governor or legislature may realize I think. Voters want to express this dissatisfaction. Rauner isn’t on the ballot, but his money is - this is not good for the ILGOP candidates supported. Madigan has very low state-wide approval. Driving it lower won’t change anything - Rauner has been trying that for the past 20 months.

  18. - Property of IDOC - Monday, Sep 12, 16 @ 10:10 pm:

    Rod-rauner is not a republican .

    Yes.

Anyone who can count to 21 without pulling down their pants.

  20. - Chucktownian - Tuesday, Sep 13, 16 @ 9:43 am:

Boy November is not going to be kind to Rauner and the GOP. I can’t wait to watch it. Then maybe we can actually begin to fix this mess. And then we can turn Rauner out in the next cycle.
