You don’t have a mandate when you lied to win it. You can govern by publically denouncing your governing partners. You can’t claim to be an impotent governor, but expect to be a governor. Rauner ran out of excuses the moment he ripped off his candidate mask in Decatur two weeks after his inauguration.
