* From Senate President John Cullerton’s spokesman John Patterson…

Here’s a status report to give you an idea of where we are:

The Senate President informed the Republican leader that we intend to begin voting today on provisions of the balanced budget and reform package.

The Senate Republicans have asked for a 30 minute caucus.

At the moment, when we start back up the plan would be to take up SB 3 (government consolidation) and see what happens.

As always, things are subject to change, but this is my attempt to give you an idea of where we stand.

There is some question about whether the Republicans want to vote today. Plenty of pressure out there to delay at the moment to try and get a better deal. But, as I told subscribers this morning, the Democrats are raring to go. So, they may wind up going alone. But as Patterson says, things are subject to change.

*** UPDATE ***  Senate Republican Leader Christine Radogno is urging her fellow Republicans to vote “Present” on the first bill in the grand bargain - local government consolidation. Looks like the Democrats are going to have to go it alone today.

    How does the delayed pay work for calculating the last year for GARS pensions? Are there long-timers in the House who will push to just get this passed (assuming Senate passage), knowing they’ll step down at the end of 2017 with a huge pension bump?

    Radogno has to tell her members not to vote for the compromise bills that she, and some of them, personally worked out? Wow! She deserves better.

    That probably means some of their caucus are caving to direct and indirect pressures from Rauner. Rauner’s initial reaction to the bills, however the message was purveyed, was “Not good enough. Hold out for more.”

    If Radogno’s caucus members don’t support each other, then they cannot hold the line. Can this situation be saved?

    This is the reaping of what was sowed;

    The complete removal of autonomous caucuses. Now Rauner is reaping, destroying compromise by implosion.

    And it only cost him $20 million… for openers.

    Breaks my heart.

    Indeed, Leader Radogno deserves better.

    Just an fyi. State Sen Schimpf clealy shows why Illinoisians don’t care about higher ed. You would think that the guy who represrnts a good chunk of SIUC would be raring to get a budget deal done. He won in a landslide. Now you know old Blue sees first hand how higher ed needs a haircut, but this Schimpf fellow appears to be a clone of Rauner. He wants to hold the line on revenue increases but when it comes to spending cuts, reverts back to the old waste, fraud and abuse theme. No specifics. Just another politically minded partisan dud.

    I remember way back when he was first running, Chapin Rose claimed to have a budget ready for Illinois that he had prepared since he went line by line through the budget at that time. Now, he’s just like the rest of them, no courage to step up and make the difficult choices. Hasn’t had a D opponent for years but yet….

    Looks like more credit downgrades are inevitable. When downgrades happened on Quinn’s watch, Rauner said it was the governor’s fault. Of course he will blame the next downgrade on Madigan.

    Please. Both sides are guilty in this mess. If the Dems want this, then they should have the courage of their convictions and pass it. They won’t however, because both sides are more interested in playing “gotcha” politics than in doing their jobs.

    The truth is, Senator Radogno could not even enforce discipline on the call for a “present” vote on SB 3. Only six Republicans in addition to herself voted “present” the rest all voted “no” if they were in the chamber for the vote.

    That was a kick in the teeth. Tells you who the real boss is, if anyone still had doubts.

    They are about to realize that the Grand Bargain is their only chance to fund personnel, so there is that as well.
