    I live on the North Shore and pay probably some of the highest property taxes in Illinois but STILL not having a state budget is far worse and is what will make me leave Illinois - NOT high taxes. Having to not consider Illinois colleges for my kids because I don’t want them in a cash-strapped, starved system is criminal. So to make it clear, it is NOT THE TAXES that are making a good number of my friends and peers want OUT, it is the dysfunction of the state government.
