Schools will be able to open in the fall, even though the governor has called the school finance restructuring bill a Chicago bailout, and even though the House did not call a Senate-passed budget bill.
Rauner toured Poplar Grove, Moline, and Peoria to visit homeowners frustrated by property taxes. In the cases of Poplar Grove is near the Wisconsin state line, and Moline is across the Mississippi River from Iowa.
In Peoria, a reporter asked Rauner about the possibility of school not opening in the fall.
As he left, the governor said, “We won’t let that happen.” He did not elaborate.
He’s against a stopgap budget, so that means he has to find a way to come up with a real budget deal by the end of this month.

The stopgap won’t be called a stopgap. It’ll be the “Emergency Funding Measure for K-12″. Or some such spin.
Rauner will tell every journalist and media outlet that will listen uncritically and remain focused (which is, everyone in the state) that he was forced to this because of Michael Madigan. “This is an emergency release of funds. Not a stop gap.”

Terms to get a stopgap - 12-1, for a stopgap, 7-5 against a stopgap.

The top tax rate in Iowa is 8.9 or so. Rauner fails to mention that. Also, municipalities charge surtaxes, he also fails to mention that. Sure, you might save on your property taxes. Go ahead.

The deadline isn’t driven by the legislative clock at this point. It’s driven by teacher contracts. The contracts provide for layoff notice. Every school district is probably different. But schools need to give staff notice well in advance.
Some schools might still have a rainy day fund and try to ride it out. My advice is: don’t. Once school starts, it is tough to stop, and even harder on parents.

Rauner allows a vote on a full budget, vetoes all but K-12, and then threatens Repubs not to vote on overrides. That’s my take on , “We’re let that happen.”
Now, it will just depend on how many Republicans will go “Kansas” on him and not allow of third year of only an TurnAround education agenda to be the budget of Illinois.

That’s why, if you want a real budget, you hold the K-12 funding bill until everything else has been acted on by Rauner.

Actually the timeline for releasing teachers is codified in statute. We are well past that deadline except for CPS which operates under a different set of rules.
Support staff, unless specified differently by contract, can be laid off.
Most districts can start the year. Tax money will start flowing soon. We will get early tax money next week. The prospect of an early shut down is real this year given the funding drain for so many schools especially as it relates to MCATS. I think the prospect of shutting doors early is real for for some schools.
Unprecedented in state history. For real.

He’s a toddler in full tantrum mode, refusing to do his job until he gets what he wants. But the legislature can’t put him in time out.

The red carpet tour in the Quad Cities and in Clinton the Rauner team did for an Exelon bailout was comical.
Just imagine the red carpet rollout and ribbon cutting Team Rauner will bring out if they pass a budget.

If schools open they will be bleeding through their reserve funds similar to higher Ed. They will have bailouts for super poor school districts but everyone else get ready to dip into funds.
