Senate approves EDGE credits, managed care contract controls

The bill passed with 38 “Yes” votes, two more than needed to override. The House, however, passed the bill with just 65 votes, six short of what it would take to override an expected veto. The legislation was filed in the wake of Gov. Rauner’s move to get around the Procurement Code to award billions of dollars in new Medicaid managed care contracts. Some background is here.

Rich, I just want to personally thank you for all the good reporting you do. If not for you and Vinicky, Sfondeles, Garcia, etc., there would be very little in-depth reporting of State politics up here in the Chicago area. Looks to me like this year’s RFP is a cat already out of the bag. Anyone, feel free to hop in and disagree if AA has it wrong. I agree with word that this “biggest contract in history” is one we all need to get familiar with.

SECTION 10. EFFECTIVE DATE OF LAWS
The General Assembly shall provide by law for a uniform
effective date for laws passed prior to June 1 of a calendar
year. The General Assembly may provide for a different
effective date in any law passed prior to June 1. A bill
passed after May 31 shall not become effective prior to June
1 of the next calendar year unless the General Assembly by
the vote of three-fifths of the members elected to each house
provides for an earlier effective date.
