Illinois Policy Institute calls school funding bill “Chicago bailout”

Wednesday, Aug 30, 2017

* They’re sticking to their guns

SB 1947 retains elements of SB 1 that, taken together, constitute a Chicago bailout. Largely through eliminating subsidies for economic development zones and property tax caps, the governor’s amendatory veto of SB 1 would have brought additional dollars to 97 percent of Illinois school districts by restoring more fairness to the education funding formula.

The fact that there would be so many winners under the amendatory veto – 831 school districts would receive more state funds – revealed how much districts across the state have been subsidizing Chicago for more than a decade.

IPI - take actual logic, throw it in front of a mirror, out pops opposite-land. Or maybe IPI, Chicago has been subsidizing all those districts around the state by paying for their pensions and everyone else’s too. As the chart Rich posted a couple weeks ago makes clear, the rest of the state is leaching off the Chicago metro region in the tax/spend ratio.

    What does Kristina Rasmussen say?

  4. - Truthseeker - Wednesday, Aug 30, 17 @ 2:24 pm:

“What does Kristina Rasmussen say”? That really is the key question. Does she support her current employer, or her former and future employer??

The answer to that will be fascinating. I suspect the latter will prevail.

  5. - Anonymous - Wednesday, Aug 30, 17 @ 2:24 pm:

    Et tu, Tillman?

  6. - Anonymous - Wednesday, Aug 30, 17 @ 2:26 pm:

    Kudos for consistency.

  7. - Skeptic - Wednesday, Aug 30, 17 @ 2:27 pm:

“The fact that there would be so many winners under the amendatory veto” But since it couldn’t get 70 votes, that’s completely irrelevant.

  8. - Anonymous - Wednesday, Aug 30, 17 @ 2:31 pm:

    ===But since it couldn’t get 70 votes, that’s completely irrelevant.===

The point being made there doesn’t appear to depend on political feasibility.

  9. - VanillaMan - Wednesday, Aug 30, 17 @ 2:31 pm:

Not only does IPI call the school funding bill the “Chicago Bailout”, they call white sheets, “fabric for our robes”, racist cartoons, “the funnies”, and IPI calls The Adventures of Amos and Andy, “a great family show”,

    **What Does Kristina Rasmussen Say”

    [hitting the like button repeatedly]

I’m sureshe is happy to see all the smiling faces…but really, if she had any political sense or care for the governor, she should distance herself from one of two things: IPI or the Governor.

  11. - Joe M - Wednesday, Aug 30, 17 @ 2:33 pm:

    ==But since it couldn’t get 70 votes,…==

As I recall, the AV bill didn’t get any votes, not a single one.

  12. - thunderspirit - Wednesday, Aug 30, 17 @ 2:33 pm:

Of course they;re sticking to their guns. Chicago-bashing is a proven winning strategy in Illinois.

5 days ago, Proft, a senior fellow at IPI, advocated for those elements of SB 1 to remain in the overall deal to ensure the passage of the scholarship tax credit program.

  14. - VanillaMan - Wednesday, Aug 30, 17 @ 2:36 pm:

Not only does IPI call the school funding bill the “Chicago Bailout”, they call Martin Luther King Drive in Chicago, “South Parkway Boulevard”.

    Precisely.

  16. - VanillaMan - Wednesday, Aug 30, 17 @ 2:40 pm:

IPI not only calls the school funding bill the “Chicago Bailout”, they still call Kristina Rasmussen every day.

  17. - Anonymous - Wednesday, Aug 30, 17 @ 2:45 pm:

===they call white sheets, “fabric for our robes”===

This comment is the left wing equivalent of something I’d expect to see in the IPI Facebook comments.

  18. - Norseman - Wednesday, Aug 30, 17 @ 2:53 pm:

Is Rasmussen going to pull a Bannon when she get’s run out of the Capitol? Back to IPI to harangue about the big bad State government.

  19. - VanillaMan - Wednesday, Aug 30, 17 @ 3:01 pm:

    Did I write “robes”?
    Sorry, I meant “togas”.

  20. - Anon - Wednesday, Aug 30, 17 @ 3:26 pm:

Rauner will get votes down state.

    Rauner needs votes in Chicago.

This may just be good theater.

  21. - Pundent - Wednesday, Aug 30, 17 @ 3:30 pm:

    =What does Kristina Rasmussen say?= She doesn’t.

You can run a think tank as an ideologue but when you don’t control the House and Senate you can’t govern that way. Governing in this “blue” state will always be at odds with the messaging of this “dark red” organization. That’s the dilemma that Rauner faces with his recent staffing decisions.

  22. - VanillaMan - Wednesday, Aug 30, 17 @ 3:32 pm:

IPI not only calls the school funding bill the “Chicago Bailout”, they call minstrel shows, “musicals”.

  23. - ArchPundit - Wednesday, Aug 30, 17 @ 3:38 pm:

Ways to tell us you are new around here–call Vanilla Man left wing.

And I strongly think we should point out what IPI is saying, but from a policy perspective. Ralph Martire or IPI’s staff collectively with less expertise and experience? It’s stunning how weak of a staff they have in terms of understanding policy.

  24. - City Zen - Wednesday, Aug 30, 17 @ 3:47 pm:

Speaking of IPI and CPS, the Association of American Editorial Cartoonists (yes, there is such a thing) released their statement on Eric Allie’s CPS/TIF cartoon:

==Vman. Have we had a bloody mary together at Just Sues?==

I’ve drank around Rich - but then, who hasn’t?

  29. - VanillaMan - Wednesday, Aug 30, 17 @ 5:36 pm:

==I believe you ment to say VanillaMan is alt-left==
I wish I understood that term.

  30. - VanillaMan - Wednesday, Aug 30, 17 @ 6:21 pm:

Not only does IPI call the school funding bill the “Chicago Bailout”, they call “The Birth of a Nation”, a “new employee orientation film”.

  31. - Blue dog dem - Wednesday, Aug 30, 17 @ 6:51 pm:

    Vman.must have been the Knighthawk.

  32. - Ghost - Wednesday, Aug 30, 17 @ 7:12 pm:

VM I dont think anyone understands that term; leaving an opportunity to define it with yourself 🙂
