Has Illinois’ criminal justice system truly been “transformed” during Rauner’s 4 years in office, or do the recommendations of the Commission appointed by Gov. Rauner actually need to be enacted and implemented?

Not sure what you mean? Do you mean shop? Wouldn’t that be handled at the local school board level?

Although in the past there had been discrimination, right now the trades will take anyone with a pulse. They pay for the apprentice classes, not the apprentice. No shop class needed. No Governor needed.
