* Inauguration day for governors is the second Monday of January. The General Assembly’s official start date is the second Wednesday of January. January starts on a Tuesday next year, so the second Monday is the 14th. The legislature’s second Wednesday is the 9th. That means Gov. Rauner, and not JB Pritzker, will be presiding over the Senate on the 9th when its members are sworn into office and elect its president…



The oddest Senate swearing-in I ever saw was in 2009, when Gov. Rod Blagojevich presided over the chamber after he’d already been impeached by the House and just a few weeks before the Senate removed him from office.

    (Sen. HARMON rises. RAUNER ignores HARMON, looking on the Republican side. After a brief pause, Sen. PLUMMER arises. RAUNER sees PLUMMER)

    Rauner: Senator Plummer, for what purpose do you rise.

    Plummer: Yeah, uh… hey everyone. So, I pick Billy… ugh… Senator Brady cause we go way back and he knows Senate stuff, and I got a better office with the college fridge and the Slurpee machine…

    (HARMON interrupts)

    Harmon: Governor, this is out of order…

    Plummer: (continuing) … and I think he’d win against Cullerton and a Chicago machine vote, and I not leaving until all the votes are counted or they turn off the lights.

    Harmon: Governor…

    Rauner: Is there a second for Brady?

    (Stunned, the floor is silent, PLUMMER, still standing, stares at HARMON, then looks to RAUNER for approval)

    Harmon: Governor. If I may. (Clears throat, then begins reading from a paper retrieved from his coat, folded in half long ways) ‘Governor, my Senate colleagues…”

    PLUMMER starts humming loud, turning his face towards HARMON, tilting his head side to side, still humming

    Harmon: Governor, can I have order?

    Plummer: (musically) I’m not stop-ping…

    RAUNER watching, looks back, sits in the chair, let’s the two men squabble and turns a smiling, resigning smile towards CULLERTON…

    And… scene.

    There is a shout from the back of the room: “The Governor is a (really bad word that will get banned.)”
    Cullerton stands and says: ”
    We will have order. We shall conduct this proceeding without that type of improper outburst. Who called the Governor a (bad name that will get banned)”
    Another shout from the back: “who called that (bad name that will get banned) a governor?”

    Cullerton: No, you *say* that, Governor.

    Rauner: What?

    Cullerton: “Meeting is adjourned.”

    Rauner: It is?

    Cullerton: [sighs, then gives the governor a paddleball] Here, play around with this for awhile.

    Rauner: Thank you, Tom.

    Cullerton: No, it’s John.

    Rauner: It is?

    I hope Democrats will follow the lead of the governor-elect and be gracious in victory.

    It is enough of a humiliation to force Governor Rauner to preside over the swearing-in of a growing Democratic super-majority in the Senate after boasting four years ago that he was going to put Cullerton and Madigan in the minority.

    Savor that moment.

    YDD - must disagree. Spike the ball and do a happy dance. For all of the vilification of Madigan and the Democrats, 1.4% deserves to have it rubbed in his face. If 1.4% had run a positive campaign, would have a different point of view.
