*** UPDATED x4 - Madigan comments - Budget passes House 83-35 - IMA backs budget, capital bills *** This just in… Movement
Friday, May 31, 2019 - Posted by Rich Miller * A source very close to the talks says the House will vote on a budget tonight and the vote will be bipartisan. So, it appears there’s been some movement. The governor has been convening talks for hours this evening. His people were adamant about trying to break the logjam that has been developing for several days. *** UPDATE 1 *** Hmm…
The Senate has been wanting to wait until after the budget vote to do the RHA so as not to enflame passions. I told subscribers earlier about the Fix the FOID bill being stuck. Also, Mayor Lightfoot appears to have a problem with the gaming bill, but I’ve been having trouble getting an answer out of her people. And if the House does wait until tomorrow to do the capital bill taxes, that’s going to mean 71 votes. And those aren’t easy votes by any stretch of the imagination. *** UPDATE 2 *** 9:33 pm The Illinois Manufacturers Association says it is now supporting the state operating budget and the capital budget. The governor and the House Republican Leader were able to come to an agreement with the other leaders on concessions. Meanwhile, Gov. Pritzker was invited to attend the Senate Republican caucus meeting tonight. He walked in at about 9:20 or so. The House is now debating the budget. *** UPDATE 3 *** 9:33 pm The House passed the budget (SB262) 83-35. *** UPDATE 4 *** 9:57 pm Kind of a matter of fact statement from Speaker Madigan…

Maxwell missed the memo. It is the Illinois Reproductive Health Act , not abortion.
- Fact Check - Friday, May 31, 19 @ 9:17 pm:
@Donnie
No. Maxwell got it right.

Gaming/revenue needs to go tonight. If that thing doesn’t pass, it’s a disaster. And it only gets harder tomorrow.

Capital bill increases bonding authority. Will require a supermajority vote regardless of when passed.
- Ok - Friday, May 31, 19 @ 9:27 pm:
Gaming ain’t close. Chicago mayor has issues with it, and it doesn’t need to pass today.
Get a budget, go party, see you over the weekend (or should I say October.)

This is fun to watch. Not as much as a quality start by Dylan Covey… yes DYLAN COVEY #68. But still fun. Rich, if you get busted it will be expunged…. So have a nice evening, and relax if you can.

Welll she should have told her lobbyist who slipped in favor.

Pritzker plays the legislative body just like Rauner. And please do I have to actually do a /s after that?
- Grandson of Man - Friday, May 31, 19 @ 9:36 pm:
Great news on the IMA coming out for the state budget and capital budget. Godspeed and success to all.

The issue she may have and i hope thats not so, is giving up the ownership and regulatory privileges.
- Ok - Friday, May 31, 19 @ 9:40 pm:
Not a small thing Lucy

JB attending the Senate GOP caucus gives me hope for Illinois after four years of hopelessness.

What a breath of fresh air. A Gov actually working to get a budget passed w both sides of the isle.

Rich, thank you for your most excellent coverage of this historic day. It is such a welcome change of pace to see people working together. That may not be a popular political opinion in the eastern bloc, but there are a whole lot of highly educated professionals in that same area cheering the progress our state made today.

Chicago Mayor just figured out this late she has a problem with gaming bill! Where have you been all day! I’m guessing it will just get further apart tomorrow with other groups. I won’t be surprised to see it fail again so sad State could have used the revenue!

What a great day this has been! J.B. has been a pleasant surprise.

Any ideas on why Tarver was a no vote? Is he the only dem no on the bill?

I hope they didn’t show him the big board.

Fix Foid bill stalled. That will keep a few downstate Dems happy.

I love how we are now proud of everyone when they do their job within the proper timeframe.I
The poor taste Rainer left from the public’s perspective really made that possible.
- Lucky Charms - Friday, May 31, 19 @ 10:16 pm:
Interesting that Tarver voted against the budget and over 75% of Durkin’s caucus voted against him.
- Henry Francis - Friday, May 31, 19 @ 10:16 pm:
Today has been something else.
Whether you agree with the policies behind the bills that have passed, you have to at least appreciate the fact that a governor is getting what he campaigned on enacted into law.
JB got Republicans to sign on to a budget within 6 months of taking office. How long did it take before any republicans signed on to a budget after Rauner took office?
- Grandson of Man - Friday, May 31, 19 @ 10:51 pm:
Will the Senate vote on the budget tonight?
- Low Expectations - Friday, May 31, 19 @ 10:51 pm:
The Dude—So true. Everyone looks like a hero when compared to a colossal failure.
- efudd - Saturday, Jun 1, 19 @ 7:53 am:
So, it can be done with bipartisan support.
Raunerites, if you still can’t admit that your guy had every intention from day one to sink this state in order to crush unions, you’re hopeless.
- dbk - Saturday, Jun 1, 19 @ 8:43 am:
That J.B. was invited to the Republican caucus and then went, and was on the floor etc. is just such good news - and it’s more than just the budget, it’s the collaboration, willingness to listen to opponents at crunch time, and overall esprit of J.B. (and apparently, M.K. and her great hospitality) that matter right now.
There will be some give-and-take, but if the budget, capital bill, RHA and cannabis pass, a substantial part of what J.B. promised will have been accomplished within his first six months. Not everything, but I’m impressed, encouraged, and hopeful for our future under his leadership. {He’s behaving pretty much as I’d anticipated in the lead-up to the election.]
J.B. might become the governor Illinois so sorely needs: grown-up politics and genuine humanity.
To add to what others have already noted: Rich, this blog is just the best. The best ever. Superb coverage for IL politics peeps.
