    I suspect her real estate transfer tax desires are DOA. Her other big fundraising initiative, tax rates that would make a casino attractive enough for an operator to invest in, might still be possible. Though I suppose holistically, none of it really matters. Chicago and Illinois both face nearly insurmountable problems on the other side of the ledger. Their problem is not revenue. It’s debt/liability.

REPORTERS start to crowd them, shouting questions, as MADIGAN and LIGHTFOOT ignore them, continue walking. MADIGAN stops at the doorway, allowing LIGHTFOOT to enter first. MADIGAN turns to LIGHTFOOT before she enters. A pause)
