* Freshman Congressman Joe Walsh’s biggest obstacle to reelection is the Republican primary next year. Unless the new map is tossed out by the courts, he’ll most likely be up against fellow freshman Republican Randy Hultgren. Whoever wins that primary will almost assuredly win in November.

Walsh, who won a fluke election against Democrat Melissa Bean last year, has brilliantly played to his hardcore base this year with multiple appearances on national cable TV shows. He has displayed an enormous talent for delivering red meat, made-for-cable rants against President Obama. Democrats and moderate independents may be horrified with Walsh’s rather odd schtick, but this is all about the 2012 primary. Up until now, I’ve considered him the odds-on favorite against Hultgren, an equally conservative, but camera-shy and soft-spoken tea partier.

Freshman U.S. Rep. Joe Walsh, a tax-bashing Tea Party champion who sharply lectures President Barack Obama and other Democrats on fiscal responsibility, owes more than $100,000 in child support to his ex-wife and three children, according to documents his ex-wife filed in their divorce case in December.

“I won’t place one more dollar of debt upon the backs of my kids and grandkids unless we structurally reform the way this town spends money!” Walsh says directly into the camera in his viral video lecturing Obama on the need to get the nation’s finances in order. […]

In court documents, after his ex-wife, Laura Walsh, asked a judge to suspend his driver’s license until he paid his child support, Joe Walsh asks his ex-wife’s lawyer: “Have you no decency?”

Joe Walsh’s attorney, R. Steven Polachek, called the claim of a $117,437 debt “unfounded. […]

Before getting elected, he had told Laura Walsh that because he was out of work or between jobs, he could not make child support payments. So she was surprised to read in his congressional campaign disclosures that he was earning enough money to loan his campaign $35,000.

“Joe personally loaned his campaign $35,000, which, given that he failed to make any child support payments to Laura because he ‘had no money’ is surprising,” Laura Walsh’s attorneys wrote in a motion filed in December seeking $117,437 in back child support and interest. “Joe has paid himself back at least $14,200 for the loans he gave himself.”

Walsh’s most fervent supporters will undoubtedly dismiss this story as a “liberal media” attack on their firebrand hero. But it won’t take too many more reports like this to give Hultgren the campaign ammunition he needs to make Walsh a one-termer. Walsh’s curious ability to find money for expensive houses and large campaign loans have never been fully explained, so I expect there will be more follow-up, particularly since he has attempted to become a national spokesperson for the Obama opposition.

Also, this is Illinois. We have a long moderate tradition here (moderate meaning “temperament” rather than actual voting records). His over the top act could easily grow stale, particularly if it’s undermined by personal integrity questions.

Congressman Walsh Statement on Chicago Sun-Times Hit Piece

WASHINGTON –It is not lost on me that a court case filed almost 8 months ago regarding a marriage that ended more than 8 years ago would be brought up today. We are 72 hours away from one of the biggest decisions our country has to make about its financial future. I understand why this is a story and why the media has to ask me about it. I understood as a candidate, and I understand as a sitting member of Congress that the scrutiny of my personal life will be intense. This is a tough business. It’s also not lost on me that not everyone agrees with me politically, I am the tip of the spear in this current debate, and I will be attacked.

Let me say this. I love all the members of my family past and present. I’ve always given everything I have to meet my financial obligations to my children and I will fight until my last breath against anyone who says otherwise. My children are truly the treasure of my life, which is why I’ve been trying to resolve this issue since January in a court of law, rather than drag my children into it. That is the appropriate venue and I will not discuss this private family issue in public.

The people of Illinois’ eighth congressional district voted for me not because I’m wealthy but because they wanted a fighter in Washington. They did not vote for me because I was a career politician, but because they wanted one of them as their Representative in DC. They wanted someone to stand up to Washington and tell them the spending has to stop. This morning that is exactly what I am going to continue to do.

I have tried to be the most accessible Congressman on the planet and I will continue to do so moving forward. These latest attacks against me are false and I will fight them in the appropriate venue. And as your Congressman I promise you that I am going to put my head down, get back to work and continue to fight for our freedoms and our children’s future. I’m not going to let some hit piece in the media deter me from that.

Lawsuit filed against congressional remap

* All but one Congressional Republican (Tim Johnson) and a fundraising group they formed called the Committee for a Fair and Balanced Map have filed suit against the new congressional map. Read the lawsuit by clicking here.

It alleges the new map, aimed at reversing GOP gains in last year’s mid-term elections, denies Latino voters adequate representation, lacks compactness in the new districts and doesn’t protect communities of interest.

A joint statement issued by 10 of the state’s 11 GOP members of Congress contended “an impartial review of the facts in court will expose the serious defects in this map and reverse the naked partisan power-grab contemplated by Democrats.” The lone Republican congressman not part of the suit is Rep. Tim Johnson of Urbana, who has already said he doubts a court will overturn the map.

The plan, approved by the General Assembly in late May and signed quietly into law by Gov. Pat Quinn late last month, violates the First Amendment as well as the Equal Protection Clause of the 14th Amendment, the lawsuit says.

“(The map) as a whole and several individual districts in particular represent a flexing of Democratic political muscle in Springfield aimed at creating a Democratic majority in the Illinois Congressional Delegation, regardless of the actual preferences of the electorate demonstrated only nine months ago,” the lawsuit reads.

The plan dismantles traditional areas of Republican influence such as DuPage County, diluting that influence across multiple districts, many carefully connected to traditional areas of Democratic strength.

That blueprint — stretching and skewing suburban boundaries lines to protect Democrats’ traditional Chicago base — could reduce Republican representation in Congress by as many as five seats, political experts say

The lawsuit alleges that the current ear-muff shaped West Side and suburban district held by Democratic Rep. Luis Gutierrez was packed with additional Latino population to the detriment of giving Latinos an additional district or more influence in neighboring districts. Illinois saw a growth in Latino population of more than 30 percent.

The Republicans contend it was part of a move to protect a southwest side and suburban district held by Democrat Rep. Dan Lipinski and a district held by North Side Democrat Rep. Mike Quigley. Quigley’s new district would now go from the lakefront westward into Elmhurst in DuPage County, a traditional GOP bastion, and south to Hinsdale, the current home of GOP Rep. Judy Biggert.

Garrett won’t run again

State Senator Susan Garrett (D-Lake Forest) announced today that her current term will be her last. She will serve out her term to completion and retire from public office in January 2013.

“After much soul-searching, I have decided that the time is right to move on. I am confident there will be qualified candidates to vie for this open seat, and that will give voters the opportunity to choose an excellent replacement,” Garrett said.

“I have worked hard to do my best for almost fourteen years, providing the citizens of my district with fair and proactive representation. My underlying philosophy has always been to make government more open and accountable. I am a believer that citizens should have every opportunity to participate in local, state and federal government by providing input to their elected representatives, and I set up my office to encourage that process at the state level.”

“Serving the citizens of my district as a state representative and state senator has been one of the greatest experiences of my life. I am a public servant at heart,” Garrett said.

Garrett began her political career in 1997 when she announced her campaign for the Illinois House in the 59th District - one of the most economically diverse districts in Illinois. In 2002 she was successful in winning election to the Illinois Senate. She was re-elected in 2004 and again in 2008 when she was appointed Majority Caucus Whip.

“Many people may want to know what my intentions are for the future. All I can say is that I will be totally engaged and focused on my Senate responsibilities until 2013. I want to thank everyone for the wonderful privilege to serve in the General Assembly. It has been an incredible honor,” Garrett added.

Reps. Karen May and Elaine Nekritz won’t run for the seat. Garrett has also ruled out a congressional bid.

Cook County judge grants temporary halt to pay raises

Illinois Gov. Pat Quinn won a temporary halt on paying state employee raises that were due earlier this month.

Cook County Circuit Judge Richard Billik granted Quinn’s request Friday to hold off paying the 2 percent raise. An arbitrator ruled earlier this week that Quinn had to pay.

Another hearing is scheduled for Wednesday.

Attorneys for both sides will return to court next week to determine a schedule moving forward. The union has filed a separate lawsuit with a federal court in Springfield seeking to force Quinn to pay the raises.

“Funding these raises would force the disruption of core services for the people of Illinois, including children, the elderly and those with special needs,” Quinn’s office said in a statement Friday afternoon. “Illinois’ taxpayers have already paid for more than $280 million in raises under the current labor contract. We cannot afford $75 million in additional pay raises this year.”

But union officials argue Quinn can honor the raises and ask lawmakers for more money down the road, noting Quinn’s office acknowledges in court filings that even without the raises, many of the agencies impacted won’t have enough money to operate for the full budget year.
