I’m not really sure it does. The tone of the whole thing is similar between an exchange between a child and a parent and leaves one wondering “for what?”
I think the press release apology is a missed opportunity to change the topic or change the narrative or turn it into a positive press release. It signals both creativity on the part of his press folks and a lack of thought put into the statement.
“I apologize to the people of Illinois for my inappropriate remarks last week. Calling any woman a ho is completely unacceptable. I made a rude and offensive joke and I am truly sorry for my carelessness.”

But “inappropriate” means “improper GIVEN THE CIRCUMSTANCES.”
As in “He wore inappropriate attire to the ball.”
And I am not sure under what circumstances senator Kirk thinks those remarks are appropriate. Although I get the sense the answer is “whenever I am not on microphone.”
