  1. - Stir - Thursday, May 11, 17 @ 2:06 pm:

    Nothing,
Rauner doesn’t want a budget the more destruction he causes, the more likely he gets what he wants. Unfortunately for him it will likely mean not another governing term.

  2. - @misterjayem - Thursday, May 11, 17 @ 2:07 pm:

“Full budget, stop-gap or nothing by May 31?”

    Nothing. It’s what Bruce wants.

    – MrJM

  3. - wordslinger - Thursday, May 11, 17 @ 2:08 pm:

Nothing by May 31. Like last year, Rauner will sign a stop-gap in the summer to get the schools open.

Squeeze the beast will proceed with the predictable results.

  4. - L.A. - Thursday, May 11, 17 @ 2:09 pm:

Nothing, nada, zilch. Rauner doesn’t want a budget. He certainly doesn’t want to negotiate. He wants total destruction. That’s the only way you build things is by tearing the existing structure down first.

  5. - Oswego Willy - Thursday, May 11, 17 @ 2:10 pm:

    It will be nothing.

    There’s no felling of momentum.

  6. - 47th Ward - Thursday, May 11, 17 @ 2:11 pm:

The Governor and SGOPs just need a little more time to negotiate. They are really, really, really close to agreement. This should be wrapped up in about 16 more session days, give or take.

    Nada by May 31.

  7. - Keyrock - Thursday, May 11, 17 @ 2:14 pm:

    Has Hell frozen over yet?

  8. - CCP Hostage - Thursday, May 11, 17 @ 2:15 pm:

Nothing. The governor doesn’t want a budget, he wants to continue the destruction. Not enough votes for an override in the House.

  9. - Fax Machine - Thursday, May 11, 17 @ 2:15 pm:

    Education Stopgap

  10. - frisbee - Thursday, May 11, 17 @ 2:16 pm:

Always bet on nothing in Springfield is what I’ve been told.

  11. - Just Left of The Lake - Thursday, May 11, 17 @ 2:17 pm:

    Nothing

safe bet is no change. Pray I’m wrong but can’t say I’m much of an optimist with state government anymore.

  12. - pawn - Thursday, May 11, 17 @ 2:17 pm:

My predictions: Nothing by May 31. Stopgap on June 30. No real budget until January 2019.

Why? No Grand Bargain before May 31. No votes on revenue until the threshold is 30 and 60 again, but January 2018 is too close to primaries, so it will be January 2019. So horrifying to think of, but that is how cynical I feel now.

  13. - Mr. K - Thursday, May 11, 17 @ 2:17 pm:

    Nothing.

    Rauner doesn’t want a budget.

  14. - chi - Thursday, May 11, 17 @ 2:18 pm:

Come on, there’ll at least be a stop-gap that goes to Rauner’s desk. God help us if he vetoes it. Can JB float us a loan till January ‘19?

  15. - Jocko - Thursday, May 11, 17 @ 2:18 pm:

Nada by May 31st…or as Christine would say, “very soon”.

Stopgap for the schools (i.e. parents), zilch for everybody else.

  16. - Shamrockery - Thursday, May 11, 17 @ 2:22 pm:

I voted “stopgap,” but that’s wishful thinking on my part…

  17. - Decaf Coffee Party - Thursday, May 11, 17 @ 2:23 pm:

Stopgap for K-12 and maybe even for higher ed as election looms as some Rs have universities in their districts. Neither side can take the pressure of not having K-12 schools open in the fall. And if no budget this year, politically speaking there’s no reason in 2018 for either side to budge and give the other side the appearance of victory. The budget may get addressed 2019.

  18. - Juvenal - Thursday, May 11, 17 @ 2:24 pm:

    Nothing.

Rauner does not want to raise his own taxes.

  19. - Anonymous - Thursday, May 11, 17 @ 2:24 pm:

Nothing, still no motivation on either side. Will take a REAL crisis to make one happen.

  20. - Get it Solved - Thursday, May 11, 17 @ 2:24 pm:

Nothing by May 31. They will wait until the next funding emergency to develop, K-12 and Higher Education.

  21. - Seats - Thursday, May 11, 17 @ 2:24 pm:

Nothing, the feeling of real urgency just doesn’t seem to exist. It feel like lip service comments being made just in hopes to not be the side receiving the majority of the blame.

  22. - DeseDemDose - Thursday, May 11, 17 @ 2:29 pm:

Zip, Zero, Nothing. Rauner is campaigning on the claim he didn’t raise taxes.

  23. - Cubs in '16 - Thursday, May 11, 17 @ 2:30 pm:

I voted “nothing” based on two of today’s blog posts:

    Grand bargain stalls again

Madigan says he’s opposing Rauner’s attempt to “change history”

    All indications are contained within.

  24. - GOP Extremist - Thursday, May 11, 17 @ 2:31 pm:

Nothing but a lot of lip service from both parties, then most likely a stand alone k-12 sometime in June.

  25. - Earnest - Thursday, May 11, 17 @ 2:39 pm:

I voted “nothing.” I don’t think Rauner wants a budget. As Word said, squeeze the beast is effective. I think they will pass a stopgap for K-12 and state employee pay. Sad that they can’t stand the pressure of that, but feel it’s important to keep the pressure on higher education, human services, state vendors, etc.

Now, if the question were specific to the House and whether they will pass a budget…I think they have every year and will pass something again this year. I shouldn’t dignify it by calling it a budget though…perhaps just call it a spending plan.

Will the Senate pass anything? I doubt it. Rauner doesn’t want the Grand Bargain. Would Senate Democrats pass their own version of a budget independent of Rauner’s party? I don’t think so–they’ve been putting their effort into the Grand Bargain instead.

  26. - Not It - Thursday, May 11, 17 @ 2:40 pm:

Doing nothing is always the safe bet.

  27. - Flynn's mom - Thursday, May 11, 17 @ 2:41 pm:

Nothing, which is just what are volunteer, costumed governor wants.

  28. - Flynn's mom - Thursday, May 11, 17 @ 2:42 pm:

    oops….our volunteer, costumed governor

  29. - VanillaMan - Thursday, May 11, 17 @ 2:52 pm:

Rauner wants everyone to lose so he can keep the pressure on everyone to give into his hateful ideas.

    NOTHING -

  30. - Dance Band on the Titanic - Thursday, May 11, 17 @ 2:52 pm:

K-12 stopgap only. All the rest is left to wither on the vine.

  31. - Saluki - Thursday, May 11, 17 @ 2:59 pm:

    K 12 stop gap

  32. - G'Kar - Thursday, May 11, 17 @ 2:59 pm:

For FY 18, nothing. But I still have a little bit of hope that the FY 17 “life-line” to higher ed and social services might still get sent to Rauner’s desk.

Also, based only on my gut, this might be the summer where the whole thing blows up and there will be no K-12 budget for FY 18.

  33. - Norseman - Thursday, May 11, 17 @ 3:04 pm:

    Nothing. Ditto above.

  34. - Demoralized - Thursday, May 11, 17 @ 3:11 pm:

Nothing. There’s no crunch for a stopgap on May 31. That date doesn’t hit until June 30. There’s no way that a “Grand Bargain” will make it out by May 31.

  35. - Anonymous - Thursday, May 11, 17 @ 3:13 pm:

Nothing. There will not be a budget until the Governor is ready for one. I don’t think he is in a hurry to get one yet. Only way I see a budget is if the Democrats meet the Governor much more than halfway or there is a GOP revolt. Based on Durkin’s comments yesterday when he was basically repeating Rauner’s sound bites I don’t see a revolt. Based on Cullerton’s comments it sounds like the Democrats feel that they’ve moved halfway but not far enough to satisfy Rauner.

  36. - Keyser Soze - Thursday, May 11, 17 @ 3:15 pm:

Nothing. Insiders expect the G.A. to be back in June. Springfield merchants are delighted.

  37. - Peters Post - Thursday, May 11, 17 @ 3:23 pm:

What would a full budget be in 2017? House passes a “full budget” and goes home. Nothing else gets done.

  38. - phocion - Thursday, May 11, 17 @ 3:26 pm:

Full budget. Because I’m an optimist.

  39. - Rod - Thursday, May 11, 17 @ 3:28 pm:

Nothing. There is no consensus for a deal even in the Senate, its pointless to speculate about the House at this time. I think the Democrats now understand approving yet another k-12 only budget just takes off all the pressure and assures no budget until after November 2018 so that is a less and less likely option.

  40. - GA Watcher - Thursday, May 11, 17 @ 3:31 pm:

I voted “Nothing”, but think we’ll have another stopgap in June or July.

  41. - AlfondoGonz - Thursday, May 11, 17 @ 3:33 pm:

Stopgap. This year has been nothing if not a repeat of last year.

  42. - SAP - Thursday, May 11, 17 @ 3:41 pm:

Sometimes nothing is a real cool hand. (I don’t think this is one of those times, but I do think nothing is the hand we are holding.)

  43. - Boone's is back - Thursday, May 11, 17 @ 3:48 pm:

Would love a full budget but that appears to be a pipe dream. 50/50 on stopgap or nothing at all.

  44. - Robert the Bruce - Thursday, May 11, 17 @ 3:55 pm:

Nothing. Rauner is still governor, and Madigan is still speaker.

  45. - tobias846 - Thursday, May 11, 17 @ 4:17 pm:

I voted “nothing.” The only significant impetus to get a budget done by May 31 is the risk of a credit downgrade, and Rauner is already on record saying that he doesn’t care about that.

  46. - Pot calling kettle - Thursday, May 11, 17 @ 4:32 pm:

Stopgap for K-12 and maybe Higher Ed. The rest will continue to suffer.

They cannot do a full budget without a tax increase. (Almost) Everyone knows this, but no one wants to own it before the election.

  47. - Dome Gnome - Thursday, May 11, 17 @ 4:41 pm:

I voted “stopgap,” because the past is prologue.

  48. - illini - Thursday, May 11, 17 @ 4:44 pm:

Nothing - for many of the reasons already stated.

And I am hoping that K-12 is excluded as a separate item unless there is full funding for Higher Ed as well. And a “real” budget as well - not a band-aid.

Why should the GA give themselves cover and not feel the heat for the damage they are doing to our State?

  49. - Arthur Andersen - Thursday, May 11, 17 @ 4:49 pm:

Nothing. Zip, zero, squat. Why get in a hurry now?

  50. - up2now - Thursday, May 11, 17 @ 5:58 pm:

Nothing. The plan is to precipitate an existential showdown for the state. The governor will not stop until the wreckage is complete.

  51. - Huh? - Thursday, May 11, 17 @ 6:05 pm:

Nothing. Lucy pulled the football already.

  52. - Mama - Thursday, May 11, 17 @ 6:30 pm:

    Stopgap

  53. - Mama - Thursday, May 11, 17 @ 6:31 pm:

I said Stop-gap because Rauner wants K-12 to open in the Fall.

  54. - Yeah - Thursday, May 11, 17 @ 6:52 pm:

No deal as there is a desire to destroy the value of illinois bonds.
Temporary pain 4 the long term gain.

  55. - peon - Thursday, May 11, 17 @ 6:52 pm:

    Guessed: “Nothing”.

    Stopgap in June or July.

If something big fails I am no longer sure that will even force a budget.

  56. - RNUG - Thursday, May 11, 17 @ 7:16 pm:

== Like last year, Rauner will sign a stop-gap in the summer to get the schools open. ==

That would be the worst possible outcome, letting Rauner still have the schools open.

Politically, the GA should pass a full budget, including new revenue. It the GOP won’t put an equal number of votes on it, then pass it anyway but without any new revenue. At this point, I don’t care if you claim Governor’s unspecified cuts ,(within currently existing authority, not any new / additional authority) and magic beans will be used to balance the proposed budget.

Hold the K-12 funding bill and send the rest to Rauner. Don’t release K-12 until the other bills are signed. If the other budget bills are not signed, amend K-12 to spend $1 (one dollar) per school district and send it to Rauner. Then the GA can honestly say they passed a school funding bill.
