Quorum lacking in House

Tuesday, Jul 4, 2017 - Posted by Rich Miller

* Word got out very early that the House wouldn’t vote on any override motions until later in the week, so people apparently split town…

They’re reconvening tomorrow at 10. But word is there will be no override votes until Thursday because of attendance issues, but that hasn’t been formally confirmed. It’s just what members have been told.

And that’s it for me. Miller time.

Guess it was so important to get that override done and ’save the state’, that St. Madigan couldn’t even produce a quorum. Some leadership.

  2. - What's the count here for OR? - Tuesday, Jul 4, 17 @ 4:44 pm:

Compared to passage of either of the House Bills yesterday, what is the over/under that they can actually Override?

Rich, Great job this weekend keeping us all up to date. It is much appreciated. Must disagree as to beer choice, though, I like my Yuengling. Mmmm.

Don’t mind the wait on the House overrides as long as the job gets done…

  10. - Anonymous - Tuesday, Jul 4, 17 @ 5:04 pm:

    =Madigan couldn’t even produce a quorum=

He’ll produce a quorum and a bipartisan super majority, right after the holiday, and I expect the rating agencies will give him that time.

He used persuasion to win the votes of 15 House Rs.

Your boy will get back to his business too–threatening house members, whining and producing attack ads.

    - Original Rambler -

Yep. Yuenglings have “many a politics” I don’t agree with, same with Sen. Oberweis.

But, I enjoy me some Yuengling, and odds are, I probably have some Oberweis ice cream in the freezer.

On vacation. 3 bills went to the gov. 1 was spending, 1 was revenue, and I’m not sure what the third was. 1 termed vetoed all 3. Did senate override all 3 and waiting on the house? Would appreciate a clarification please.

Hmmmm. Wonder if there might be some bad press for the Gov for a few days. Perhaps that will give the Gov time to put forth his secret balanced budget.

  33. - G'Kar - Tuesday, Jul 4, 17 @ 7:10 pm:

Thanks so much for your work this weekend. Now enjoy something better than a Miller. :-)

  37. - RNUG - Tuesday, Jul 4, 17 @ 8:21 pm:

== Does State shut down? ==

No, but the State will …

    * have their credit rating lowered to junk or less

    * will, under consent decrees and court orders, keep spending about $7B - $8B more than they have in tax revenue

    * have vendors pulling services since the non-payment cycle has reached 2 years

    * have schools scrambling to decide if they will open this fall

    * again defer pension fund payments, probably starting in August

and a few other items I’d rather not go into because I’m hopeful the House will override

  38. - Blue dog dem - Tuesday, Jul 4, 17 @ 8:51 pm:

Sorry i missed all the action the last few days. But it ended the way it always does. Thanks Repubs and Dems, the working poor and middles classes knew you had our backs.

Thanks for your coverage Rich. I am very happy and proud to be a subscriber so that your blog can keep all of us up to date.

  40. - 47th Ward - Tuesday, Jul 4, 17 @ 9:45 pm:

Thanks for the amazing coverage Rich. Like a lot of people who weren’t stuck in Springfield, your reporting gave me a front row seat to all of the action. Fast, fair, accurate and reliable, you are very good at what you do. Thanks to your blog, I didn’t need to be there to know exactly what was happening. That is very valuable and this place is a treasure.

You earned a nice, long break. Enjoy it.

After the House vote, though, OK?

  43. - My New Handle - Tuesday, Jul 4, 17 @ 10:16 pm:

Special thank you to Rich Miller and thank you to all the commenters. The next day or two will be interesting as they unfold.

  44. - Voter - Wednesday, Jul 5, 17 @ 12:08 am:

So, 15 Republicans voted for the budget and that was one more than needed? Now will only 14 Republicans be needed to override???

  45. - LibertyvilleNick - Wednesday, Jul 5, 17 @ 6:51 am:

I am often the one with naive, daft posts but it shocks me that at the state level, legislators are unapologetic about income tax increases, especially in areas where it will hurt the most. At the federal level, this is a third rail issue. Illinois- no problem and Rauner will still get demonized

  46. - Gruntled University Employee - Wednesday, Jul 5, 17 @ 7:20 am:

    Rich,

Thanks again to you and most of the commenters here, it’s always an educational experience.

    @iroquois county dem,

I haven’t had a Schlitz beer since elementary school, I didn’t even know they still brewed it.

  47. - Christopher - Wednesday, Jul 5, 17 @ 7:56 am:

I, too, want to add my thanks for your blog and recent coverage, Rich. I didn’t understand how the TV broadcast media didn’t cut in to their programming with “breaking news” about these votes, but I didn’t see them do it. Everything was right here, complete and accurate. Now, for the final piece of the puzzle, will the House be able to override Rauner’s veto?

  48. - Perrid - Wednesday, Jul 5, 17 @ 8:30 am:

The people that are shocked or outraged at a tax hike confuse me. Please forgive me for being rude, but do you know how math works? We currently have a deficit in this state, without a budget we are projected to spend $8 billion more than we take in in FY 18 ($39 billion spent, $31 billion expected in revenue). So to break even without a tax increase we would have to cut 20% (8/39) of what we expected to spend. And that’s before touching the $15 billion backlog, so there’s even more cuts. No one has seriously proposed what FIFTH of our state government to cut, so that means we need some amount of new revenue. Rauner’s budget impasse has guaranteed there will be a tax hike, it’s just incredibly simple math. Facts don’t change no matter how unhappy they make you. *Steps down off of soap box*

  49. - DeseDemDose - Wednesday, Jul 5, 17 @ 8:47 am:

The political prognosticators assume a override is in the bag. I hope the fat lady is singing loud and proud on Thursday.

Yes..there are those of us that expect that there is money to be cut from a bloated services list in the government. I’ve yet to see why the line items in social services have more than doubled since 2001 while the amount of people in Illinois has declined. Seems rather contradictory. No one has the fortitude to stand up and say “this isn’t working, so let’s fix it.” I’d say Governor Demonized has been trying to get others to say it, but it seems interesting no one will. You all keep drinking your kool-aid.

Anyone that thinks a $200K annual pension for the rest of a 61 year-old’s retirement is fair has totally gone off their rocker. There are ALL kinds of people in these social services budget that would benefit from that alone being taken care.

This legislature caused this problem along with the Speaker. When will you FIX it in a way that isn’t just spend more?

  51. - Oswego Willy - Wednesday, Jul 5, 17 @ 8:52 am:

    - Down-State is still Down-state -

A governor with a signed budget would be able to address all your concerns.

Rauner has yet to sign a budget.

Why aren’t you upset that Rauner lacks budgets?

  52. - So tired of political hacks - Wednesday, Jul 5, 17 @ 9:17 am:

I am very thankfull for Rich and capital fax there is so much disinformation out there it’s incredible, it is nice to have a site with facts. Yest I went golfing it was $36 the lady behind the counter was complaining about a tax increase that was going to cost $1500 for every family. I don’t know where this math comes from 1.2 increase on 50,000 is 600$ Or 11 a week. so to make it 1500 you would have to make around $140,000. I just looked at her and said I just paid 36$ to play 9 holes and you want me to complain about $11 a week tax increase? Now I’m gonna have to stop golfing. People need to get priorities straight and learn facts.

  53. - Down-State is still Down-state - Wednesday, Jul 5, 17 @ 9:29 am:

==A governor with a signed budget would be able to address all your concerns.==

The governor doesn’t set this. The SPEAKER does. Last check that’s how civics works. The governor gives ideas, the legislature does the work. I’ve yet to see ANYTHING from the Speaker or any of his party that addresses spending.

It’s interesting that everyone is fine spending someone else’s money, but when we see the golf noted in other parts, that it’s a big deal.

Yes..this mess needs fixing…but no one wants to take on the real issues. All the “let’s just spend” ideas, are just that. No one wants to stand up and do the right thing. It’s like it’s a disease that anyone in Cook county or the surrounding ones can get away from. No one denies that the $200K plus per year pension is bad, just no one wants to vote to end it.

That’s why I support the governor. He’s accurate. Fumbling with the message perhaps, but accurate in his assessment. How about the rest of you all that want to spend this money speak for the people that are actually paying it in?

  54. - Oswego Willy - Wednesday, Jul 5, 17 @ 9:38 am:

    ===Last check that’s how civics works.===

    No…

    Edgar, in the past…

===”He (Rauner) comes from a different background than I do. But I just think it’s very important for a governor, you’ve got to have a good budget and you need it in place,” Edgar told reporters. “You can try to compromise on some issues — and I think there are certain things (Democrats in the Legislature) might give him — but some of the things he’s asking for, they’re not going to give him. They’re just not going to give him.”===

Governors need budgets to prioritize they’d agencies, their programs, their agendas.

Unless you are a former governor, I’ll take Gov. Edgar at his word that a budget is the priority of a governor.

  55. - Oswego Willy - Wednesday, Jul 5, 17 @ 9:41 am:

    ===

You support that the governor signed contracts, no intention to pay on those contracts, refusing to pay on those contracts, the racking up of unneeded debt and liability, and the passive closing of state universities.

    Ok. Wow. Ok.

  56. - Mongo - Wednesday, Jul 5, 17 @ 9:51 am:

I do not order Jimmy John’s. I do not eat Oberweis. I will not now in the future drink Yuengling.

  57. - So tired of political hacks - Wednesday, Jul 5, 17 @ 10:06 am:

    =That’s why I support the Governor=
Actually the gov is suppose to propose a budget and the legislature pay for it. The the gov budget was 1.3 billion more than legislators so I guess the Dems just saved you more $ than the gov.
