In the recording circulated by Pounds, a speaker identified as former State Department official John Mongan claims he shared a memo with Illinois outlining how governors could assume government functions during a federal legitimacy crisis. He claims Illinois was interested if another state took the lead. Another participant says it went to Governors Safeguarding Democracy, which Pritzker co-chairs.
