Today, the Thomas More Society filed a taxpayer lawsuit against State of Illinois officials in a counterattack against House Bill 40, which requires public funding of tens of thousands of elective abortions. The taxpayer lawsuit, filed in the Sangamon County Circuit Court, is brought on behalf of hundreds of thousands of Illinois taxpayers, represented by county and statewide pro-life organizations, the Springfield Catholic Diocese, and a group of Illinois legislators from across the state.
“The people of Illinois totally reject taxpayer-funded abortions,” stated Thomas More Society Special Counsel Peter Breen, who drafted the lawsuit. “Under HB 40, Illinoisans will be forced to pay for 20,000 to 30,000 abortions per year with their tax dollars. Even apart from the sincere moral objections that many folks have to paying for abortions, there is no money in this year’s Illinois state budget to pay for them. And, because of games played by Senate Democrats, in holding HB 40 until late September, after the May 31 cutoff for legislative action, this bill can’t be effective until June 1, not January 1.” Breen also serves as state representative for Illinois’ 48th District.
The complaint levels two challenges against HB 40. First, the General Assembly has not set aside funds to pay for HB 40’s tens of thousands of elective abortions, and there’s no money available to pay for those abortions and still be within the Balanced Budget requirements of the Illinois Constitution. Second, despite efforts to make HB 40 effective January 1, 2018, it cannot come into effect until June 1, because it did not pass out of the Senate until September 25, 2017. The Illinois Constitution imposes a May 31 cut-off date for General Assembly action for bills to go into effect faster.
If implemented, despite its illegality, HB 40 would force every Illinoisan to pay for free abortions for those on Medicaid and state employee health insurance. This would apply through the full nine months of pregnancy and for any reason, even when the latest scientific research has shown that the unborn child can feel pain and survive outside the womb.
There is no cap on the number of abortions that could be covered under Medicaid and no cap on the amount of taxpayer dollars spent on these procedures. Based on recent figures from the Department of Healthcare and Family Services showing a cost of up to $1000 per Medicaid abortion, state government spending on abortions could range anywhere from $15 million to $30 million.
The State of Illinois is unique in having a tradition of allowing taxpayer lawsuits, which are brought by private individuals to protect the public treasury. Illinois law requires such a suit to be brought by a petition for leave to file a complaint. The petition in this case has been set for hearing before Associate Judge Brian T. Otwell, on Thursday, December 7, at 10:30 a.m., at the Sangamon County Courthouse.
“Regardless of your feelings about abortion, it is incredibly fiscally irresponsible to enact a law designed to spend millions of dollars that Illinois does not have,” said Breen. “The state legislative process has steps that must be correctly followed in order to prevent budget-busting laws like this from being ramrodded through. It is part of our civic process of checks and balances.”

Passing HB 40 was an important milestone in the protection of a woman’s right to choose. Now a far-right-wing organization wants to undo the progress made by the Illinois General Assembly and throw out this vital law. They must be stopped.
This lawsuit demonstrates how critical it is that we elect an Attorney General who will fight for a woman’s right to make her own reproductive choices. As your Attorney General, I will be a champion for women’s rights, including the right to access contraception and safe, legal abortion.

When Governor Bruce Rauner of Illinois announced in October that he would seek reelection in 2018, he released a two-minute campaign video. It shows the Republican wearing blue jeans and a black leather vest as he rides his Harley-Davidson motorcycle from Chicago to Springfield, the state capital. “Four years ago,” he says in a voiceover, “I crisscrossed our state, looked people in the eye, and promised to fight business as usual.”
This boast came about a month after Cardinal Blase Cupich accused him of breaking his word and the Chicago Sun-Times put his picture on its front page, below a headline that shouted: “Benedict Rauner.” The governor’s offense was to have signed what may be America’s most radical abortion-funding law after vowing to veto it. The betrayal capped a season of defeats for conservatives, including an income-tax hike, a big bailout of Chicago’s public schools, and turning Illinois into what critics of illegal immigration are calling a “sanctuary state.”
Now Rauner, 60, confronts a problem that few would have predicted as recently as last spring: a possible Republican meltdown in the Land of Lincoln. In next year’s GOP primary, he’ll face a scrappy challenge from a credible conservative opponent. Jeanne Ives is a graduate of West Point, a mom, and a wonky state representative from Wheaton, Ill. “Somebody needs to stand up for Republicans and conservatives,” she says. “We can do a lot better than Bruce Rauner.”
This much is clear: Illinois hardly could do worse. It suffers from one of the weakest economies in the nation, with the slowest personal-income growth, low labor-force participation, and distressing levels of manufacturing-job losses. Its tax burden is among the heaviest in the country. It has the lowest credit rating of any state (just a notch above junk-bond status) and the highest level of unfunded pension liabilities (about $250 billion, according to Moody’s). Four of its last ten governors have wound up in prison. “Illinois is worth fighting for,” says Rauner in his new campaign ad — but many of its citizens have chosen to flee. Under Rauner, the state endured a two-year budget impasse that drove up debt, drove out jobs and people, and devastated the state’s services. The facts are undeniable – Bruce Rauner has failed.”
Although there are only two references to Illinois House Speaker Mike Madigan in the story — one calling him “perhaps the most powerful state lawmaker in the country” — Rauner’s campaign chose to focus on the speaker in reacting to the story.
“We’re glad National Review pointed out that Mike Madigan and his cronies have consistently blocked Governor Rauner’s reform agenda just to protect their own corrupt practices,” campaign spokesman Justin Giorgio said. “Governor Rauner will keep fighting to make a Illinois a better place to live and work for everyone by working to lower property taxes, increasing school choice, and eliminating job-killing regulations.”
I wanted to follow up on yesterday’s post about the governor’s comments concerning Susana Mendoza. The Democrats feigned outrage on this issue is absolutely stunning. It’s ridiculous that the Democrats are crying wolf over words that they use on a regular basis. Where was the outrage when:

I could go on and on, but you get my point. Let’s assume for a second that the Democrats will apply their standard for acceptable political rhetoric to themselves.
Does Kelly Cassidy think SEIU’s comments toward Winger, Bourne, Jimenez, and Bryant were sexist? Does Christian Mitchell think Susana Mendoza is sexist since she called Munger “a lapdog”? Does Carol Ammons think Madigan’s mailers against Bourne and other female GOP lawmakers were sexist?
Hypocrisy is a word that comes to mind. If the Democrats think this sort of rhetoric is unacceptable, maybe they should practice what they preach.
According to the Chicago Sun-Times, Governor Bruce Rauner is “applauding” Congressional Republicans’ efforts to pass a tax plan, which will raise middle-class taxes while cutting taxes for the wealthiest Americans. Rauner said, “I hope they come through” in an interview with Tom Miller on WJPF radio. The Sun-Times reported that “moments later” the Illinois Republican Party, largely funded by Rauner, took to Twitter to defend the plan.
Numerous independent analyses, including by the Congressional Budget Office, have found that the GOP bill would raise taxes on middle- and lower-class households in order to cut taxes for the wealthiest. The latest analysis of the Senate bill shows:
By 2027, a majority of Americans earning less than $75,000 would pay more in taxes;
By 2027, 60% of middle-class American earners would face a tax increase;
Nearly all of the top 0.1% of earners would receive an average $208,060 tax cut;
Health care provisions in the bill would force up health care premiums on Illinois residents buying their own insurance. By 2027, a 27-year old would pay $745 more in premiums, and a 60-year old $1,928 more.
Costs are going to go up for middle-class Illinoisans, and Rauner’s “applauding” the effort.
“Bruce Rauner’s hypocrisy knows no bounds,” said DGA Illinois Communications Director Sam Salustro. “By siding with President Trump and Washington Republicans, Rauner has proven his campaign slogans to be nothing more than a farce. Rauner just endorsed a plan that will raise taxes on middle-class families all to support a tax break for the wealthiest Illinoisans. No wonder Rauner wanted to hide his real views for so long.”

On Wednesday, Governor Rauner went on the record to support Donald Trump and Congressional Republicans’ tax plan, saying, “I’m applauding Congress. I hope they come through.”
The GOP tax plan will be paid for by slashing Medicaid and other federal health care supports and with tax hikes on a majority of all families.
SEIU Healthcare Illinois President Greg Kelley issued the following in response to Rauner’s support of the GOP tax plan:
“Today, Gov. Rauner showed his true colors. He’s not the Carhartt jacket, $18 watch wearing ‘every day man’ that he wants us to believe. He’s a billionaire who would rather have Illinois families give up their healthcare to pay for HIS massive $300 million tax cut provided by Trump and the Republican Congress. Rauner doesn’t need another mansion, but families – children, people with disabilities and the elderly — need healthcare provided through Medicaid, which would be drastically cut and lead to devastating circumstances for millions if Rauner gets his wish.”
Was the governor endorsing the Senate version of the plan or the House version? (The Senate version would eliminate the deduction for property taxes, which tend to be higher in Illinois than elsewhere. The House version would keep the deduction, but limit it to $10,000.)
Neither, apparently. Rauner spokeswoman Patty Schuh said the governor was expressing “general” support for reducing taxes and hopes Congress is able to “deliver when all said and done.”

Big Tobacco. Big Oil. Casinos. The largest defense contractor in the world. And the developer of the Dakota Access Pipeline.
Those are just some of the hundreds of investment portfolio areas Democrats J.B. Pritzker and Chris Kennedy list as part of paperwork they were required to file to run for governor.
The disclosure form — aimed at transparency — gives information about entities and investments. But it doesn’t provide full financial disclosure, including how much money is involved or other details.
Kennedy, a businessman and son of former U.S. Sen. Robert F. Kennedy, listed companies linked to defense, tobacco and oil interests among the hundreds he named in the economic interest statement he filed Monday with the Illinois secretary of state.
Kennedy’s listings included shares in Philip Morris International, the nation’s largest cigarette manufacturer and part of the 1998 court settlement tobacco companies reached with the attorneys general of 46 states over public health concerns. […]

The revelations of these financial disclosure forms, a legally-required bare minimum standard of transparency, raise serious doubts in my mind—and make me wonder what they’re still hiding.”
J.B. Pritzker’s mouth is writing checks even his wallet can’t cash.
In yesterday’s Chicago Sun-Times report, it was revealed that Pritzker continues to hold investments in industries that don’t line up with his own rhetoric.
“Pritzker’s extensive filing — 10 pages of hundreds of stocks, mutual funds partnership and membership interests — shows a partnership interest in Energy Transfer Partners LP, a pipeline operator that constructed and is a part-owner of the Dakota Access Pipeline, which carries oil underground from North Dakota all the way to an oil tank farm near Patoka, Ill.
” … Pritzker also has a partnership interest in Niagara Casino Group, LP and a stock in A.N.P. Gaming Corporation. The Pritzker family has part ownership of the Grand Victoria Casino in Elgin. Pritzker, too, invests in big oil, with stocks in Exxon Mobil Corp. and Chevron Corp.”
But just last month at a Sierra Club Forum, Pritzker repeatedly proclaimed the ‘evils of fossil fuels,’ saying things like:
“We’ve got to stand up to them. Our endeavor must be to say no when they say it’s ok if we pollute the air and make it harder to breath to stand up for the profits of the fossil fuel industry.”
“This idea of profits over people we have to do away with.”
“I believe we need that clean energy technology here in Illinois… in order to get to that 100% clean energy goal.”
Pritzker continues to lie to Illinoisans, regardless of their party preference. Pritzker’s incessant hypocrisy is proof that he is the wrong choice for Illinois.
One of the golden rules of journalism is to stick to the facts. Unfortunately, a hit piece published by Gateway Journalism Review missed the mark. The authors of this piece set out not to investigate the truth, but to build a case to support a false premise they’d already convinced themselves was true. Virtually every paragraph is riddled with inaccuracies or distortions.
It’s important to note that before maligning the Illinois Policy Institute, the authors of this piece failed to pick up the phone and talk to the Institute. They even failed to offer our organization a chance to comment. If the authors had extended this basic journalistic courtesy, perhaps they could have avoided the many inaccuracies in their piece.
Our bias — as the authors like to refer to our point of view — is to advocate for policies that empower the people, not the government. We believe in fiscal responsibility, limited government and reforms that will grow the state’s economy. It’s very clear that Gateway’s complaint about our organization isn’t a process disagreement over modes of operation, which nearly every media organization has confronted and experimented with as new media has reshaped the landscape. It’s a desire to silence different points of view and new ways of reaching the public.
Hit pieces like this don’t make journalism better. They make Illinois worse.

A group of free-market billionaires and conservatives allied with Illinois Gov. Bruce Rauner controls a network of newspapers, radio stations, news sites and policy institutes promoting the governor’s agenda while presenting themselves as independent and free from bias.
When people in Carbondale, DuPage, Chicago, Kankakee, Rock Island, Will County and other Illinois communities pick up the local newspaper or click on a website, they are promised traditional journalistic values — the “highest standards of truth and accuracy…and independence” — “Just the Facts” — “nonpartisan, nonprofit…dedicated to the principles of transparency, accountability and fiscal responsibility.”
What readers get is a strong pro-Republican, pro-Rauner, anti-Michael Madigan slant manufactured by the interlocking group of media organizations revolving around the free-market, anti-tax, anti-union Illinois Policy Institute (IPI).
Readers also get “local” stories often written by freelancers thousands of miles away who never set foot in Illinois. And, even though the conservative network promises transparency, some funding is shrouded in dark, unreported money.
Brian Timpone — who runs ICS and the Local Government Information Services newspapers where the stories are published — describes himself as an “entrepreneur focused on developing software and systems that grow and enhance media.”
Timpone said in an interview that distant reporters are better and fairer than those who live in the community.
“The reason local news reporting is so crappy is because the reporters are too local. You don’t want them to live in the communities…. If you have [a reporter who has] done city councils in a city, you are too close.” Local journalists embedded in communities are “ill-equipped to objectively judge information,” he said. “I am partisan to ideas. Free market. Capitalism.”
In 2012 Timpone admitted that his company had made mistakes. This American Life had reported that a freelancer, Ryan Smith, had rewritten content from foreign contributors from the Philippines, who were given fake bylines. Timpone acknowledged the fake bylines were a mistake, although he still claimed the foreign contributors were just entering data, not writing stories.
Some of Timpone’s current journalists say they can’t talk about their duties because they are required to sign non-disclosure agreements. One of those is Chandra Lye, a freelancer from British Columbia. Her byline appeared on a Sept. 19 story in the Metro East Sun headlined: “Belleville area cheers Lisa Madigan’s decision to call it quits.”
Contacted via Twitter, Lye responded with an email, “I have been informed that I am not authorized to discuss the process with you.”

Bruce Rauner may be the governor of the “Land of Lincoln,” but he’s promoting kudos from a group led by a self-styled taxpayer watchdog who contends Abraham Lincoln fought the Civil War to keep collecting taxes from Southern states, not over the issue of slavery.
On Wednesday, Rauner’s campaign Twitter account noted the governor had “been graded 92 percent in taxpayer friendliness, because as governor, I’m the biggest advocate for taxpayers. I won’t stop fighting to protect Illinoisans from more tax hikes.” […]
Tobin’s foundation features several posts critical of Lincoln with such titles as “Lincoln brutalized the country and shredded the constitution,” “Illinois and Lincoln set the bar for political sleaze” and “Lincoln’s unpopular war.” […]
After the Tribune asked the Rauner campaign for comment, the Wednesday tweet promoting Rauner’s ranking by Tobin’s Taxpayers United was removed from Twitter. […]
The Tribune asked the Rauner campaign for comment about its promotion of Tobin as part of the governor’s re-election. A Rauner campaign spokesman sent a statement: “The Chicago Tribune, as well as other respected news sources, have cited Jim Tobin and the Taxpayers United of America several times.” Five Tribune stories were about transportation and school issues.
That’s true. Tobin is often cited by reputable publications that ought to know better.

Providing some clarification on the Tribune story you posted this morning. They only mentioned 5 Tribune stories in the article, and justified those by saying they were ‘transportation and education’ focused. However, all had a political slant, and there were additional stories not focused on those issues at all. Here’s a list we provided of stories from the Tribune and others citing Taxpayers United of America.
Bruce Rauner was again promoting recent praise from Jim Tobin, an activist who believes the Civil War was fought over taxes, not slavery. But after the Chicago Tribune started asking questions about the controversial move, Rauner’s campaign deleted the now nowhere to be found tweet:
Despite pushback, Rauner’s campaign continued to defend the praise today and stand by Tobin and his radical views.
“After a 736-day budget crisis that hurt working families across the state, it’s clear that praise from the likes of Jim Tobin is the best this failed governor can muster,” said Pritzker campaign spokeswoman Jordan Abudayyeh.
Tom Miller: Governor, I spoke with Comptroller Mendoza last Friday and it’s the governor’s fault that we’re spending too much money. Before we get to the governor’s response, the politics are the politics. All governors everywhere are in this trick bag. That’s why you gotta sometimes do things that aren’t popular if you occupy the big chair. It isn’t fun, but that’s the job. And if you can’t handle the job, then let somebody else do it.
Gov. Rauner: Yeah, it’s such a bunch of horse manure. I mean, this, she is, she is such a puppet for Madigan. And, she, all she does is put out there baloney that he tells her to put out.
You know, in today’s environment, saying stuff like that about a statewide elected official who has a mind of her own is treading a very dangerous line. Just sayin…

@GovRauner's insinuation about @susanamendoza10 is in character. The leadership team at GTCR, his old firm, looks like a Trump family photo. His cabinet is male dominated and monochromatic. And every one of his budgets would have hurt women. This is who he is.

Even now in this heightened awareness about sexism and women in politics and government, Rauner is still jumping at the chance to spew dismissive rhetoric about a credible and capable woman in government. Debate is cool. Do it on the merits.
The reality is, Madigan has been in charge of our state for 35 years. And every year he’s been in charge, we’ve run deficits. We always spend more than we bring in and we don’t fund our pensions like we should, and I pushed to fund our pensions properly. We regulate the heck out of our businesses and they leave. And Mendoza, when she spins that kind of baloney, they have been in charge, they overrode my veto. I put out a balanced budget proposal, they overrode, uh, ignored it, passed an unbalanced budget, I vetoed it, they overrode me. And my answer is, we gotta get these guys out of office. The governor said he hopes the federal government makes the tax code “more competitive and lowers [the] tax burden.”
“We need to reduce the tax burden on our working families, we need to reduce the tax burden on our companies, especially our small businesses that create most of the jobs. I’m applauding Congress. I hope they come through,” Rauner said.
“We’ll see. It’s a tough battle. What we need in Illinois is tax reduction. That’s why I want to roll back the Madigan income tax hike. I want to roll it back down to three percent, where it was years ago. And I want to help us with our property taxes. We have the highest in America, they’re crushing our working families and our small businesses, and I want to freeze our property taxes and give every voter the ability to do a referendum and lower their property tax burden, if that’s what they want to do.”

Dear Senators Durbin and Duckworth,
We are writing to address your recent letter to Republican members of the Illinois Congressional Delegation. The massive 32 percent state income tax hike that was forced onto families earlier this year by Democrats in the Illinois General Assembly hurt the residents in our districts and across the state deeply. We have seen the negative impact these high taxes have had on our state’s economy and Illinois families. Now, we are coming together at the federal level to create a more competitive tax code and give middle-income families the tax relief they deserve.
The nonpartisan Tax Foundation projects that under H.R. 1, the Tax Cuts and Jobs Act, Illinois will see an estimated 37,010 jobs added and an after-tax income gain of $2,333 for middle-income families as a result of this legislation. The Chief of Staff for the nonpartisan Joint Committee on Taxation recently testified before the Ways and Means Committee that on average at every income level there will be a tax cut.
In your letter, you list deductions for medical expenses and state and local income and property taxes – as you are aware, the majority of middle-income taxpayers in Illinois see no benefit from these deductions, which are only available to those who itemize. However, lowering rates and doubling the standard deduction allows individuals to save a greater amount than they currently do even with the student loan deduction.
From businesses on Main Street to middle-income families across our great state, everyone deserves a tax code that rewards hard work by allowing them to keep more money in their paychecks. We urge you to reject the status quo and do what’s right for hardworking taxpayers in Illinois.
We encourage you to work with your colleagues to address any concerns you may have as they craft the Senate bill and we hope you will support these efforts to reform our tax code. Middle-income families deserve to keep more of what they earn and we are committed to lowering taxes for these families. Today, Bruce Rauner finally commented on a national issue affecting all Illinois working families: he praised Donald Trump’s regressive tax bill, and said he hopes that Congress “come[s] through.”
According to a recent analysis of the plan Rauner supports, working families stand to lose thousands of dollars to finance massive tax cuts for special interests. The bill also includes a repeal of the Affordable Care Act, causing 13 million to lose insurance by 2027.
“In the choice between Illinois’ middle class families and Donald Trump, Bruce Rauner just chose Donald Trump and his destructive tax bill,” said Pritzker campaign spokeswoman Jordan Abudayyeh. “Trump’s tax plan is an assault on working families still reeling from the damage Bruce Rauner has unleashed on our state.”

J.B. Pritzker supported Mike Madigan’s 32% tax hike earlier this year that hit every Illinois family. And he’s made clear he wants another middle class tax hike soon. Pritzker’s hypocrisy on the issue of tax relief is stunning.
Today, Daniel Biss’ campaign released a new digital ad, “Auction.” Highlighting unprecedented spending in the Illinois gubernatorial election, the video features an auctioneer selling the governor’s office to the highest bidder.
“When billionaires try to turn our elections into auctions, it’s no surprise they’d try to protect the system that’s protected them,” says Daniel in the ad. “But when Democrats help them do it, that’s just flat out wrong. We can have a progressive Illinois with fair taxes and fully funded schools. But not until we take our Democracy back.”

Pritzker even wrote a $1,000 campaign check to Franken himself. It’s time for Pritzker to weigh in. Does he believe the sexual assault allegations against Al Franken, and if so, should Al Franken resign his U.S. Senate seat?”
Pritzker campaign spokeswoman Galia Slayen, who occasionally jousts with current and former ILGOP communications staff on Twitter, shot back. “J.B. believes public officials should be held to the same or higher standards as everyone else and whether Democrat or Republican, public officials should be held accountable for their actions. J.B. believes Al Franken, John Conyers, and for that matter Donald Trump should resign from office.” […]
Since 2008, Uihlein has also steered at least $8,957,000 to the Illinois Policy Institute, according to tax filing documents for his family foundation. Since 2014, Uihlein chipped in an additional $800,000 to the Liberty Justice Center, IPI’s legal arm, and another $50,000 to the anti-union State Policy Network, bringing his total contributions to the conservative think tank and its affiliates to over $9.8 million. The Illinois Policy Institute did not return calls seeking comment on this story.
Uihlein has also been the top individual donor to Rep. Jeanne Ives’ (R-Wheaton) political career so far. At a ‘Make America Great Again’ rally in Rockford last week, Ives refused to comment on Moore’s conduct.
“I’m not going to answer that question because I’m not an Alabaman. I’m going to let Alabamans decide that,” she said. Pressed for an answer on whether or not Moore’s conduct was disqualifying for a seat in the Senate, she responded, “So? I comment on state issues. As far as I’m concerned, the Alabama folks know the guy better and they can make the decision. I’m not going to weigh in on that race.”

Yesterday, Governor Bruce Rauner was asked twice if he would return $2.6 million in donations from mega-donor Richard Uihlein after it was revealed Uihlein was bankrolling Roy Moore’s Senate campaign. He twice refused. On the very same day, it was announced Rauner’s former campaign manager Chip Englander would run Richard Uihlein’s Super PAC in Wisconsin. Strange coincidence.
“Bruce Rauner decided that his relationship with his mega-donor ally was more important than sending a clear message about Roy Moore’s conduct,” said DGA Illinois Communications Director Sam Salustro. “Not only did Rauner refuse to return donations from Roy Moore’s biggest backer, he would not even call out his ally for his ill-advised support of Moore. Once again, Rauner’s failed to show leadership on an important issue.”

Today, The Illinois Democratic County Chairmen’s Association called on Illinois Republican Congressmen Mike Bost, Rodney Davis, Peter Roskam, and Randy Hultgren to return donations they have received from pro-Roy Moore megadonor Dick Uihlein. Uihlein has been revealed as the primary backer of a pro-Roy Moore Super PAC that is spending hundreds of thousands of dollars to elect Moore to the U.S. Senate, even after at least nine women have accused Roy Moore of inappropriate sexual contact when they were teenagers.
According to Center for Responsive Politics, in the past two election cycles Peter Roskam has accepted $5,400 from Uihlein, Hultgren $10,800, Davis $2,700, and Bost $2,700.

Yesterday, the Daily Beast reported Illinois businessman and mega-donor Richard Uihlein is the “chief financier” of a pro-Roy Moore Super PAC. Uihlein’s $100,000 donation is reportedly going to ads propping up Roy Moore, who has been accused by numerous women of sexual assault and harassment when they were underage. In light of this revelation, the Democratic Governors Association calls on Bruce Rauner to return all donations from Richard Uihlein.
“Bruce Rauner must disavow the support of Richard Uihlein and return all donations received from him,” said DGA Illinois Communications Director Sam Salustro. “The accusations of child predation against Roy Moore are abhorrent, and Rauner must disavow his relationship with anyone who supports Moore, including his mega donor allies. It’s no secret that Bruce Rauner has benefited greatly from Richard Uihlein’s backing, but his bankrolling of a Roy Moore Super PAC must be unacceptable.”
In the 2014 cycle, Richard Uihlein donated $2.6 Million to Citizens for Rauner and another $350,000 to a “Rauner-allied group seeking to turn out the vote for Rauner by pushing a term-limits drive.” Uihlein has also propped up Rauner’s Illinois allies by sending millions to the Liberty Principles PAC and thousands to the Illinois Republican Party.

Uihlein has also been a major donor to super PACs supporting the Republican Senate candidacy of businessman and Marine veteran Kevin Nicholson, who is seeking to challenge Democratic incumbent Tammy Baldwin in Wisconsin.
“The same out-of-state billionaire who’s funneling money into alleged serial sexual predator Roy Moore’s candidacy in Alabama is also pouring millions into buying Kevin Nicholson a U.S. Senate seat here in Wisconsin,” Brad Bainum, a spokesman for the Wisconsin Democratic Party, said in a statement. “Wisconsinites should be concerned that Nicholson is in joint company with Roy Moore.”
Congressman Luis Gutiérrez announced he will give up the seat he has held since 1993 after the current term and endorsed Cook County Commissioner and Chicago’s progressive standard bearer Jesús “Chuy” Garcia to be his successor at a press conference on Tuesday.
The announcements came at a news conference where the two leaders, who both got their political starts as part of the Harold Washington administration in the 1980s, emphasized the importance of maintaining the district’s role of giving immigrants a voice on a national platform.
“My candidacy builds on the legacy of Mayor Harold Washington, the foresight and energy that brought young people together for Sen. Bernie Sanders and the work of Rep. Gutiérrez,” Garcia said. “Luis has fought tirelessly in Congress for our undocumented brothers and sisters, and for people everywhere, to keep our hearts and minds open to the free-flowing movement of ideas and democracy. We must never allow fear and oppression to guide our nation.”
Gutiérrez, who has been a champion throughout his career for immigrant rights, veterans’ access to health care, reproductive rights, civil rights of the Puerto Rican people, and workers’ rights, made it clear that he believes Garcia will pick up where he left off and be a force for progressive policies and a clear voice in Congress on behalf of immigrants.

IL 10 Republican candidate Jeremy Wynes today strongly condemned comments made by Brad Schneider yesterday giving cover to serial sexual harasser John Conyers.
“Brad Schneider ought to be ashamed of himself. Sexual harassment should be condemned regardless of party affiliation,” Wynes said. “John Conyers has no business being in Congress. It’s disgusting to see Brad Schneider playing politics with this issue.”
In other news, Schneider—who held his seat for one term, lost it in 2014 and regained it in 2016—says Rep. John Conyers, D-Mich., may eventually have to give up his seat. But not yet.
Conyers did the right thing in stepping aside as the ranking Democrat on the Judiciary Committee after allegations of sexual harassment, but further action should await completion of an Ethics Committee probe, he said.
The investigation should be “expeditious,” lasting no longer than 30 to 60 days, Schneider said. “If the allegations are true . . . he should step down.” Asked how that’s different than the situation involving Alabama GOP Senate hopeful Roy Moore, who some want to end his race, Schneider said Moore faces “a number of allegations” over some years, often involving teenagers. “I’m aware of one” with Conyers, though “it is serious,” Schneider said.
In fact, Conyers faces allegations from at least two women. There are also multiple accusations against Sen. Al Franken, D-Minnesota, who has admitted misconduct and whose case is being considered by the Senate Ethics Committee.
THIRD CONYERS ACCUSER COMES FORWARD — Another former staffer of Rep. John Conyers (D-Mich.) has come forward to accuse him of sexual harassment, making the woman the third former aide to levy such accusations against the lawmaker. “Deanna Maher, Conyers’ former deputy chief of staff who ran his downriver office from 1997 to 2005, told The Detroit News that the Detroit Democrat made unwanted advances toward her three times,” George Hunter reports. “Conyers’ status as a leading Democrat deterred her from going public at the time, Maher said, adding she doesn’t have anything to lose now. ‘I didn’t report the harassment because it was clear nobody wanted to take it seriously,’ she said.” Maher had previously discussed the allegations with Detroit reporters years ago but didn’t want to go on the record.

It’s been nearly two weeks since Democrats “scrambled to contain the fallout” from the sexual assault allegations against Minnesota Democratic Senator Al Franken. The Minnesota Democrat was accused of groping and kissing a reporter without her consent.
In response, some Democratic lawmakers quickly distanced themselves by donating campaign contributions from Al Franken to charity. Senator Claire McCaskill donated her $30,000 in Franken cash to Missouri food banks while Senator Tammy Baldwin donated $20,000 to a group benefiting women veterans in Wisconsin.
But what are Illinois Senators Dick Durbin and Tammy Duckworth doing with their campaign contributions from Al Franken? They’re keeping his dirty money. Both have received $5,000 and $21,000, respectively, but they’ve been silent on whether or not they will return the money or give it away to Illinois charities.
Durbin and Duckworth didn’t hesitate to call Franken’s actions “wrong” and “unacceptable,’ but they stopped short of putting their money where their mouth is. Dick Durbin even dodged questions on whether Al Franken should resign and hasn’t said a word about what he will do with his campaign cash from Franken.
For Dick Durbin and Tammy Duckworth, it’s all about the money, regardless of who gets hurt.
U.S. Rep. Mike Bost, R-Murphysboro, says he hasn’t decided who to back for governor in the March 20 primary.
“I’m watching it,” he said.
Bost said he doesn’t always agree with Gov. Bruce Rauner’s positions.
“But he and I have a good working relationship,” Bost said. “It’s a rough time right now in the state of Illinois, and there’s some rough situations to be straightened out.”
“I try to advise where I can,” Bost added, “and other than that, I’ve got a whole lot of other problems I’m dealing with.” […]
“I was in leadership when Jeanne Ives came in, and so, I wish her well,” Bost said. “I think that she’s got some very strong ideas and she is real passionate about those ideas.”

* Roskam rethinks supporting Rauner: U.S. Rep. Peter Roskam, R-Ill., is rethinking his support for Gov. Bruce Rauner given the governor’s recent signature on a bill that expands the public funding of abortion… Roskam, the Ways & Means Tax Policy chairman who is taking a lead role in an effort to overhaul the U.S. tax code, is the highest-ranking elected official in Illinois to potentially pull back from Rauner after the governor signed HB40. The new abortion law — which Rauner had promised to veto — has so infuriated conservatives, they are now talking about drafting a potential primary opponent to challenge Rauner. Roskam said Rauner’s move to sign the bill was “fundamentally out of step” with his congressional district. “I’ve got to reevaluate that and I’ll reevaluate that in the right time,” Roskam said Thursday when asked if he still supported Rauner. “Signing HB40 was a huge mistake on the policy and it was a huge mistake on the politics. The policy, this is the home of Henry Hyde, the author of the Hyde Amendment and I am his successor.”
* Illinois Congressman Shimkus on taxes, Trump and Rauner’s re-election: Shimkus said he is staying out of next year’s Republican gubernatorial primary, and has no plans to endorse any of the likely contenders. Incumbent GOP Gov. Bruce Rauner is expected to face more conservative Republican challengers. Many social conservatives were upset that Rauner signed a bill allowing Medicaid and state-based insurance to cover abortions in some cases. “We thought that he would stay out of some of the socially-divisive issues,” Shimkus said. “He did not.” But the congressman added that he will support the GOP victor in the 2018 general election.
* U.S. Rep. Darin LaHood unsure who he’ll support for governor: “I was and continue to be very disappointed that Governor (Bruce) Rauner signed HB40 allowing taxpayer funded abortions throughout the state of Illinois,” LaHood said in a written response to a question from The State Journal-Register. “I am currently focused on my own re-election to the 18th Congressional District. I plan to wait and see who ends up filing to run for governor before making any decision on an endorsement.” LaHood added in an interview that Rauner has not asked for an endorsement. “I would be happy to meet with him and give him every consideration,” LaHood said. “I believe it was a mistake to sign HB40, and I want assurances moving forward that he’s not going to make this kind of mistake again … because I think that’s going to hurt him.”
NBC 5 has learned Congressman Luis Gutierrez will announce Tuesday he is not running for re-election after 24 years on Capitol Hill, sources say. Gutierrez telephoned key democratic leaders late this afternoon to let them know of his plans. Calls to Gutierrez tonight have not been returned.
Already printing petitions Monday night– to begin the process of getting signatures before next Monday’s deadline — is Cook County Commissioner Jesus Chuy Garcia. Ald. Carlos Ramirez Rosa is considering a congressional race. This will also leave an opening on the county board should Garcia opt for Gutierrez’s seat.

Confirmation that Ald. Carlos Ramirez Rosa, Joe Moreno and Cook County Comish Chuy Garcia to circulate petitions to run for Congress in wake of expected @RepGutierrez retirement announcement
But sources said that Gutierrez was planning to endorse Garcia, who in 2015 forced Mayor Rahm Emanuel into a runoff election. Garcia lost, but in recent weeks told the Tribune he was contemplating a mayoral bid in 2019.
Winning a spot in Congress likely would remove him as a potential opponent to Emanuel. Two years ago, Gutierrez backed Emanuel for mayor over Garcia and others in the field.
Gutierrez informed Emanuel of his decision Monday afternoon when the two recorded a joint radio interview in the mayor’s office, said a source with knowledge of their meeting. Emanuel also joined Gutierrez for a tour of the Humboldt Park Welcome Center for Puerto Rican evacuees who departed the U.S. territory in the wake of Hurricane Maria.
Gutierrez and Garcia are scheduled to appear at a campaign kickoff event for Garcia at Mi Tierra restaurant in Little Village — Garcia’s neighborhood — at 6 p.m. Tuesday.
Reporters – Attached are the state and federal tax return summaries for JB Pritzker from 2014 to 2016.
In 2014, JB Pritzker paid federal taxes at a rate of 37.3%, in 2015 he paid federal taxes at a rate of 24.3% and in 2016 he paid federal taxes at a rate of 27.7%.
Between 2014 and 2016, trusts benefitting JB Pritzker paid an additional $24.95 million in Illinois taxes and $128.97 million in federal taxes.
JB Pritzker has made $15.3 million in personal charitable donations and his Foundation has made charitable donations of $53.8 million over the same period of time.
Pritzker reported an adjusted gross income last year of $14.95 million. He spent that on his campaign in just a few months this year. You’ll recall that Sen. Daniel Biss had demanded that Pritzker release his full returns. That obviously didn’t happen today and he didn’t disclose much of anything related to his trust income. Considering that Pritzker’s income was so low compared to his alleged net worth of $3.4 billion, you can probably expect an uproar in 3… 2…

After filing his petitions and statement of financial disclosure today, Chris Kennedy, Democratic candidate for Governor, took the additional step of public disclosure by releasing federal and state tax return information.
His spokeswoman, Rebecca O’Halloran Evans, released the following statement:
“As promised, Chris Kennedy has gone above and beyond the disclosure requirements in this race for governor by providing his state and federal tax return information for review. The people of Illinois deserve openness and integrity in their government.”
Click here and here. Kennedy also just released the top pages and, unlike Pritzker, he only disclosed his 2016 return. Kennedy reported an adjusted gross income of $1.2 million. He paid $174K in federal taxes on that, giving him an effective federal tax rate of 15 percent because Kennedy took $809K in itemized deductions. He didn’t disclose what those deductions were, however.

Today, Daniel Biss released the following statement in response to JB Pritzker and Chris Kennedy’s failure to fulfill their pledge to fully release their tax returns:
“Nearly eight months ago, JB Pritzker and Chris Kennedy pledged to release their tax returns, acknowledging that voters have a right to know how candidates make their money, what financial entanglements they may have, and how much they pay in taxes. After months of hiding their releases, using the same excuses we hear from Donald Trump, today both failed to live up to their promise. A short summary from only a year or two doesn’t give a full picture - it only raises more questions. Voters deserve an explanation of why it took so long to release so little, and what Pritzker and Kennedy are hiding from the people whose trust they are asking for.”
…Adding… One other thing to note is Kennedy’s family has a trust fund, but Kennedy’s disclosures don’t say if he received any money from them or paid any taxes on that cash.
Today, the Illinois Republican Party released a new digital ad, Tax Hike. The ad highlights the undeniable link between J.B. Pritzker and Mike Madigan and their support for even more tax hikes in Illinois.
In a recent interview, Pritzker made his view on taxes clear: “Illinois may need another tax hike to balance the books and pay for needed public investments, even if the progressive income tax eventually comes about. That was the fiscal bottom line from Democratic gubernatorial hopeful J.B. Pritzker…”
Pritzker and Madigan have long been advocates for increased taxes. When asked by a reporter if his plan is “just for tax increases,” Madigan laughs and dodges the question, while J.B. Pritzker refuses to admit that people are leaving Illinois because of Madigan’s track record of tax hikes.
Despite a 32% tax hike earlier this year with no reforms to state government, Pritzker and Madigan continue to push for higher taxes on Illinois families. Our state cannot afford more taxes on our citizens.
Now is the time to stop Pritzker and Madigan. No more tax hikes.
Illinoisans are already reeling from a 32% across-the-board tax hike forced on them by the Democratic majority. Now, one of their leading candidates for governor – billionaire J.B. Pritzker – is reportedly preparing another damaging tax hike if elected.
Over the weekend, The News-Gazette broke down Pritzker’s confusing, contradictory statements at a Crain’s Chicago Business editorial board interview in which he “raised the possibility” of hiking Illinois’ flat income tax yet again.
The News-Gazette writes that Pritzker is “leaving the door open” for the tax hike, and that Pritzker’s big-spending campaign promises mean that Illinoisans will have to pay higher taxes.
“So if a Pritzker administration wants more revenue to spend in 2019 and thereafter, it’s almost a political necessity to use a one-two punch — flat tax hike immediately and progressive income tax constitutional amendment later.”
The News-Gazette is even warning that Illinois Democrats are waiting for a Democrat Governor to sign the tax hike they hope to pass.
“Gov. Rauner certainly isn’t going to suppose an income tax increase. So the Democratic legislature won’t raise the state income tax until a Democratic governor assumes office in January 2019.”
J.B. Pritzker is offering Illinois more of the broken policies that caused it’s fiscal mess – reckless spending and tax hikes that drive families and businesses out of the state.

Today, after collecting almost 35,000 signatures from voters in 90 counties across the state, JB Pritzker and Juliana Stratton formally filed petitions to run for governor and lieutenant governor of Illinois.
The campaign enters its next phase with a grassroots, statewide operation that includes opening 15 field offices and counting, endorsements from the statewide AFL-CIO, over 20 individual unions, and statewide leaders like Secretary of State Jesse White, Comptroller Susana Mendoza, and Illinois Treasurer Mike Frerichs.

Highland Park Mayor Nancy Rotering officially filed in Springfield, IL as a candidate for Attorney General with 10,000 petition signatures circulated by nearly 200 volunteers from across the state. Candidates for this office may file a minimum of 5,000 and a maximum of 10,000 signatures to be placed on the ballot for the March 2018 primary election. Today is the first day to file petitions.

Progressive Democrat Fritz Kaegi, an Oak Park resident challenging incumbent Assessor Joe Berrios, delivered more than 22,000 petition signatures on the first day of submissions, far surpassing the nearly 8,000 needed to secure a spot on the ballot for the March 2018 primary. The number of petitions submitted, a strong showing for a first time candidate, comes on the heels of a steady increase in public support for Kaegi and his quest to unseat Berrios, who has held the Assessor’s role since 2010.
Flanked by his family, well wishers and campaign staffers, Kaegi stood proud of the progress made in his campaign since tossing his hat in the ring back in May.
“Today is a tremendous day for truth, honesty and transparency for the residents of Cook County,” remarked Kaegi as he greeted supporters after submitting the petition documentation for verification. “We have made great strides since starting our campaign in the spring. Democrats Chris Kennedy and Ra Joy took a big step today in the race for governor today by filing nominating petitions to get on the ballot for the March 20, 2018 primary.
About 200 volunteers collected more than 10,000 signatures from all 102 counties in Illinois to secure a spot on the ballot for Kennedy-Joy.
“Today, we take a big step forward in our campaign to change the status quo in Illinois,” Kennedy said. “Ra Joy and I are running to restore opportunity and fairness in our state.”
Joy, Kennedy’s lieutenant governor running mate, traveled to Springfield today to help file the petitions.
“Our state government is rigged for political insiders at the expense of everyone else,” Joy said. “This election is about change or more of the same. We’re the ticket for change.”

Alison Leipsiger, Democratic candidate for the 8th State Senate district, announces today that she will not file her petitions to run in the 2018 primary election. Leipsiger, a social worker and the executive director of a new nonprofit, Reimagine Illinois, decided to run for the legislature in early November. Leipsiger endorses Caroline McAteer-Fournier, a progressive health care advocate.
“Today I am proud to step aside and unite behind another strong woman,” Leipsiger said. “If we want to change the culture in Springfield, we need to put more smart women in office.
