Just as whether the Bears will move to Indiana depends on whether Illinois will make a better offer, the financing of the Hammond site depends on a lot of unknowns. The Macaskys and Warren want to be in IL otherwise this “will they wont they” game would stop. Because its about tangible assets and the net asset valuation of the Bears.
In real estate it’s about location, location, location. You could have the same tangible assets, Say two exact House’s, one in Arlington Heights and the other in Hammond. Which House will have a higher property value and thus a higher Net Asset Valution if your intent was to eventually sell?

Skinner, this isn’t residential real estate, especially if they are hoping to sell to a guy who is also a major Indiana casino owner.
